Job Summary**
The Director of Accounting will be responsible to regularly monitor and evaluate existing accounting systems and processes to enhance efficiency, accuracy and identify areas for improvement and optimization. This position will be responsible to lead, design and implement systems, structures and services which will ensure the timely, complete, and accurate results of financial information to the senior management and donors. Additionally, the Director will support in development and capacity building of accounting professionals across the Agency in close collaboration with the Regional Finance Officers. This position will ensure implementation of finance policies and procedures across all CRS’s offices that adhere to regulations and comply with GAAP standards. **
Roles And Key Responsibilities**
- Closely coordinate and guide all accounting functions of CRS. Support CRS’s offices with finance and accounting matters via providing guidance and direction including applications of local law requirements.
- Provide regular updates and learning opportunities for CRS staff on compliance with accounting standards and requirements and present recommendations on how to accommodate these changes in the accounting system.
- Closely coordinate with Regional Finance Officers to understand the gaps in accounting and internal controls and come up with actions to address them.
- Provide strategic leadership to a team of professionals responsible for all accounting activities in conformity with Agency financial policies and procedures, GAAP, best practices, and applicable donor regulations.
- Realign the team’s month- and year-end processes to feed in and prepare for a successful Financial Statements audit.
- Provide leadership with Financial Statements audit for commodity management, policies, internal controls and support with UG audit.
- As a process owner of the Subrecipient ICR ensure the proper implementation of SR ICR policies and processes.
- Ensure that the Agency adheres with inventory cost accounting, valuation, and financial reporting requirements. Provide guidance in consistent application of accounting practices related to the donated and purchased goods in accordance with GAAP, CRS policies and procedures, and applicable donor regulations.
- Develop and implement policy strategies and identify policy needs for Finance.
- Lead the continuous improvements of finance and accounting systems, policies and procedures implemented across all country programs and divisions.
- Promote Agency understanding of and adherence to established financial policies and procedures. Support Country Programs to strengthen financial processes and practices.
- Engage and contribute to the design of accounting related training materials to be delivered to overseas offices.
- Train, coach and develop staff and provide constructive feedback and performance evaluations.
Travel: about 15% **
Qualifications
_Qualifications:
**_ - Bachelor's degree in accounting or business administration, or equivalent business experience. - Minimum of 10 years accounting experience with an international NGO. Certified Public Accountant preferred. - Demonstrated experience in supervising, building and leading large teams. - Strong knowledge and experience in GAAP and the FASB codification. Knowledge of Oracle system is preferred. - Strong knowledge of not-for-profit accounting and U.S. Government funding regulations. - Strong finance and accounting knowledge and analytical/problem solving skills.
