Job Overview

APTIM is seeking a qualified Level 1 Site Safety and Health Officer (SSHO) with DOD (Department of Defense) experience.

The SSHO supports the Project Health, Safety, and Environment Manager (HSEM) in developing and implementing a project Safety and Occupational Health (SOH)program in accordance with Client (customer) expectations and company policy and procedures. The SSHO administers the site SOH program requirements and advises the project personnel with regard to all matters of health and safety associated with the project. The SSHO also provides recommendations with the HSEM on estimating project safety costs as well as cost control on usage of safety equipment and associated Industrial Hygiene expenses. Works closely with the Human Resources Department on employee relation matters. Proven experience and judgment are expected. This role involves supporting DoD projects across the United States and may require extended assignments at various project locations.

Key Responsibilities/Accountabilities

  • Oversees and ensures implementation of the site-specific Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and Job Safety Analyses (JSAs) to include client's safety program requirements (EM385-1-1) and company policy and procedure.
  • Provide guidance for safety matters specific to project.
  • SOH site investigator on behalf of HSEM and Project Manager.
  • Assists HSEM in preparation and implementation of assessments.
  • Performs duties in accordance with company SOH program procedures and the site-specific health and safety plans.
  • Serves as SOH competent person.
  • Conducts daily site inspections.
  • Reports, investigates and documents incidents and issues related to site safety. Implements the APTIM injury management procedures on site.
  • Coordinates daily site-wide tasks with the Project Supervisor addressing safety concerns and resolutions.
  • Supervises all site monitoring relative to safety and/or industrial hygiene activities.
  • Ensures all training for site is accomplished and current.
  • Reviews and assists with preparation of AHAs.
  • Assists client with monthly safety meetings.
  • Communicates with project team and company management regarding project SOH matters.
  • Prepares and presents daily safety meetings.
  • Travel and work outdoors as required.

Basic Qualifications

SSHO must possess: Good interpersonal skills, relationship building, excellent oral and written communication skills, proven ability to manage more than one priority at a time. Proven ability to make independent as well as collaborative decisions in the scope of daily duties. Must have strong initiative. Must be proficient in basic industrial hygiene skills and training where required by site. Ability to lift up to 40 lbs. occasionally. SSHO must be able to complete various daily and routine SOH documents (both written and typed) as required by the Client and/or APTIM SOH program procedures. A valid driver's license and favorable motor vehicle report are a must. SSHO must be able to provide documentation demonstrating compliance with the following EM 385-1-1 requirements:

  • Initial SOH Training: OSHA 30-hour general industry or construction safety training
  • Competency Training: 24 hours of documented SOH-related training within the past five years (excludes initial 30-hour)
  • Experience Requirements: Minimum five years of documented cumulative safety experience, within the last ten years, managing or implementing an SOH program on DOD projects related to construction, earthwork, and or levee repair work

Skills Preferred But Not Required

  • CPR/First aid certified
  • OSHA 501 certified
  • BCSP-recognized safety certifications

Education And Experience

  • High School graduate plus specialized training in the area of Safety is required. A Baccalaureate Degree in a safety-related discipline is preferred. An equivalent combination of education and experience may be considered.
  • Minimum five years of documented cumulative safety experience, within the last ten years, managing or implementing an SOH program on DOD projects related to construction, earthwork, and or levee repair work is required

Physical Requirements

  • Requires travel to project locations.
  • Standing (50-100%); Walking; Lifting 20-40lbs; Pushing; Pulling; Climbing; Balancing; Bending; Stooping; Kneeling; Crouching; Crawling; Reaching; Handling; Hearing (listening) and Observing (vision).
  • Onsite hazards including but not limited to moving industrial equipment, hazardous energies (LOTO), confined spaces, climbing ladders, working at heights, working on uneven or unimproved surfaces, and areas of high noise levels, etc.
  • Able to be medically qualified
