Summary

The selectee will be responsible for managing a range of projects involving USA Hire online assessment products and services as part of the USA Hire Program. The selectee also engages in strategic communication, customer outreach, account management, and business development activities to maximize agencies' use of USA Hire. Duties

Typical duties include: Serves as a project manager for a variety of reimbursable HR projects in support of USA Hire online assessment products and services. Works with the USA Hire Program Manager and senior staff to ensure the appropriate amount of resources are assigned to the project. Applies proficiency in Federal staffing processes, assessment procedures, and HR information technology, including USA Hire, to provide expert technical advice to customer HR offices, agency management officials and senior leadership, and other agency program staff. Applies extensive expertise in Federal hiring procedures, including assessment best practices, in devising and implementing practical and cost effective strategies to meet customer priorities and challenges. Works with senior staff to support long-range and short-range USA Hire business development, marketing, and outreach activities tailored to the specific needs of current and potential Federal customers. Coordinates with account managers, HR specialists, psychologists, business analysts, and IT specialists across HRS groups to implement USA Hire for new customers and provide ongoing USA Hire support for existing customers.

Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is eligible for inclusion in the bargaining unit. if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32. Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-13: You qualify for the GS-13 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL the following duties: Managing human resources projects by defining project timelines, tracking progress, and responding to stakeholder inquiries; AND Enhancing operational efficiency by streamlining and automating human resources processes or programs; AND Determining human resource project goals and objectives to ensure sufficient resources to support customer needs; AND Utilizing talent acquisition systems to perform the full range of steps in the hiring process including: conducting job analyses, identifying competencies, creating assessment tools or strategies, creating vacancy announcements, reviewing applications, and creating certificates of eligible applicants. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
