Job description

Biosecurity Queensland (BQ) leads the government's efforts to protect our way of life, environment, biodiversity, human and animal health, industries and economy from plant and animal pests and diseases. We support capability and capacity development in prevention and preparedness in the evolving biosecurity domain. We lead efforts to enshrine high standards of animal welfare, maintain access to interstate markets for agricultural produce and regulate the use of agriculture and veterinary chemicals.

Animal Biosecurity and Welfare (ABW) supports BQ's efforts to prevent, prepare, respond to, and recover from diseases threatening livestock industries and maintaining access to markets. Our people work together to help mitigate biosecurity risks, uphold standards for animal welfare and animal management and lead the overall DPI response to biosecurity emergency incidents to achieve outcomes consistent with the Department's strategic direction for leadership in animal welfare, exhibited animal, animal management and animal ethics policy and service delivery.

As our Manager Policy (Animal Welfare), you will develop and maintain effective relationships, networks, and partnerships with stakeholders, including government, community and industry leaders to facilitate effective animal welfare outcomes.

The opportunity

As Our Manager Policy (Animal Welfare), You Will

  • Lead and direct project activities including significant legislative reform projects, to deliver on the department's strategic objectives on time and on budget.
  • Establish and oversee project governance frameworks and ensure projects remain strategically focused and operationally effective.
  • Design, lead and manage multiple projects which clearly outline outcomes, deliverables, timelines, resource requirements and performance measures and then ensure delivery on time and on budget for each initiative in accordance with departmental policies and procedures
  • Prepare submissions, briefs, reports and correspondence of a complex nature relating to the planning coordination and implementation of multiple projects
  • Provide leadership, support and direction to staff to ensure the successful management of all aspects of the program of work
  • Coordinate, monitor and evaluate project finalisation and, where applicable, strategies to support transition to business as usual
  • Develop and maintain effective relationships, networks and partnerships with stakeholders, including government, community and industry leaders to facilitate effective animal welfare outcomes.
  • Perform risk analysis to identify issues requiring corrective action and manage risks to ensure compliance with relevant legislation, departmental strategies, policies, standards and systems
  • Develop communication strategies and quality assurance processes and protocols to evaluate and measure the achievement of agreed project outcomes
  • Establish strong governance framework to manage the project and reputational risks that may impact on project achievements and departmental priorities
  • Manage a small team.


It is a requirement for all Biosecurity Queensland positions to have a criminal history check completed.
