RAND is seeking a Proposal Manager/Senior Proposal Manager to lead proposals for federal, state, and local government, private foundations, nonprofit, and commercial clients. This position works closely with principal investigators and division staff in planning proposals to ensure that proposal sections are completed and comply with RFX specifications and instructions. This position oversees all proposal volumes and components, managing staff, timelines, inputs, and overall quality and compliance with minimal oversight from the Manager, Proposal Management.
This position provides some strategy development support for proposals on aligning the response to client standards and preferences, funding type(s), and around organization and structure of content within the proposal to enhance proposition of services. A core component of the position is managing all volume inputs and team deliverables such as selecting and customizing past performances, resumes, and supplemental budget documents to meet client specifications, managing subcontractor inputs and overseeing team communications and deadlines. This position is assigned with flowing data and insights from defined proposals in salesforce to the Manager. The Proposal Manager is responsible for ensuring adherence to established proposal development and management best practices, developing and updating tools, templates, and processes. This position owns the resume and past performance repository, ensuring that it is up to date for use by proposal teams.
May perform any or all of the following duties:
Manages RAND’s low to moderately complex, proposals. Works seamlessly with principal investigators, division staff, pricing analysts, contracts and grants staff and others to ensure timely collection and accumulation of appropriate cost and technical elements of proposals. Ensures compliance with RFX requirements, with limited support from manager and interpretation of contractual language and implications to the proposal.
Proposal Support Items – customizes resumes, bios, past performance references, and similar documents for inclusion in proposal volumes. Maintains the reference database for these items and updates as necessary.
Strategy Development – Works with technical teams to dissect RFXs and understand required technical and business volume components. Supports win theme and approach development on low to moderately complex proposals.
Training and Development – Supports internal and external training initiatives on limited-scope content for formal trainings on topics related to proposal development.
Proposal Process Improvements – As assigned, maintains templates, tools, and other proposal resources for different client and funding types.
Cross-functional Collaboration- Works closely with pricing analysts, contracts and grants staff, research and analysis staff, division leadership, external affairs, and other teams on proposal components and deliverables.
Works within the CRM platform to track and monitor proposal inputs and outcomes for their opportunities.
Provides advice to proposal team member, when requested.
Qualifications
Working proficiency of funding opportunity types (contracts, grants, cooperative agreements etc.).
Understanding of budget types and price proposal implications (T&M, CPFF, FFP etc.).
A basic understanding of FAR, DFAR and contractual terms and implications on proposal development.
Experience
Proposal Manger: Minimum: 8 years related experience; Preferred: 4 years related experience (with a bachelor's degree)
Senior Proposal Manager: Minimum: 10 years related experience; Preferred: 6 years related experience (with a bachelor's degree)
Security clearance
Current possession of a U.S. security clearance, or the ability to obtain a U.S. security clearance, is required.

This can be a 100% remote position.
Salary Range: $75,700-$130,900
Proposal Manager: $75,700- $112,400
Senior Proposal Manager: $88,000-$130,900

The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
