Job description

Call for Statements of Interest:

Research Partner for Ukraine Case Study within Beyond Compliance Consortium

Center for Civilians in Conflict (CIVIC) invites civil society organizations, national non-governmental organizations, and/or research institutes to express their interest in contributing to a qualitative research case study that will be undertaken in Ukraine as part of the Beyond Compliance Consortium. The goal of the research is identifying strategies that have the most potential to generate compliance with international law and restraint by armed actors—and more broadly, to facilitate fuller protection—in order to prevent, reduce, and respond to harm and need arising in armed conflict. CIVIC will be leading a case study on Ukraine for this project and is seeking a partner organization to co-design and implement the research project.

Project activities are already underway as part of multi-year project but partner activities are expected to begin in January 2025, with the majority of the work taking place by December 2025, but select lighter-touch activities continuing beyond this date.

Background:

The Beyond Compliance Consortium (BCC) comprises partners across nine academic, humanitarian and human rights organizations working in the fields of international law, political science, and humanitarian protection work. The BCC’s research work is funded by UK International Development.

CIVIC’s mission is to support communities affected by conflict in their quest for protection and strengthen the resolve and capacity of armed actors and relevant institutions to prevent and respond to civilian harm.

Activities:

  • Participate in learning exchange with CIVIC staff to share relevant background, expertise, and research tools.
  • In collaboration with CIVIC, help design final research plan, including selection of research locations, sampling plan, and interview guides.
  • Identify stakeholders to participate in interviews.
  • Undertake semi-structured interviews with key informants.
  • If considered safe and effective, generate content for digital storytelling.
  • Analyze data alongside CIVIC staff and help to validate analysis conclusions.
  • Contribute to authoring of media briefs and policy briefs that document research findings.
  • Participate in country or region-specific workshops to discuss or disseminate findings.
  • Support monitoring, evaluation, accountability, and learning (MEAL) data collection

Direct costs associated with undertaking these activities will be covered by CIVIC, subject to pre-approval of expenses. CIVIC and the partner will agree on work plans and staff time required to support successful delivery of the project and all staff working on the project will be paid in line with national standards, at rates agreed before commencement of the project.

Eligibility:

Eligible organizations will:

  • Be based in Ukraine, ideally with community-level contacts and relationships
  • Have the legal ability to work on a fixed award contractual basis with CIVIC’s US, Netherlands, or Ukraine office.
  • Have the capacity to communicate verbally and in writing in both Ukrainian and English.
  • Have a record of research and policy analysis on issues related to protection of civilians, conflict, human rights, or international humanitarian law.

Application Requirements: To apply, please submit a 1–2-page letter of interest, in English. The letter of interest should provide:

  1. Your organization’s mission and approach
  2. Your organization’s experience and expertise in research and analysis on protection of civilians, conflict, human rights, or international humanitarian law
  3. Your motivation for joining this partnership
  4. Names and brief professional biographies for the individuals at the organization who would work most closely on the project

Deadline for letters of interest: December 1, 2024

Contact and Submission: Please contact Lauren Spink (lspink@civiliansinconflict.org) with any questions or concerns, or to discuss the project in more detail ahead of submission. To submit a statement of interest, please click "Apply for This Job" at the top of this page.
