Job description

Position Description

EnCompass LLC is seeking a Children in Adversity Subject Matter Expert to assist with preparing the next Report to Congress. The consultant will provide technical guidance during the production of the report, such as identifying relevant themes, choosing relevant accomplishments to highlight, reviewing drafts, etc. The consultant will also write a first draft of the report. The consultant should be familiar with the Assistance for Orphans and Other Vulnerable Children In Developing Countries Act (PL 109-95), the 2019–2023 APCCA Strategy, the Global Child Thrive Act, the 2024–2029 Thrive Strategy, and the Children in Adversity team at USAID.

The Children in Adversity team in USAID’s Bureau for Inclusive Growth, Partnerships and Innovation (IPI) supports multiple aspects of the U.S. Government’s assistance for children facing adversity in developing countries. As part of the Advancing Protection and Care for Children in Adversity: A U.S. Government Strategy for Children to Thrive (Thrive Strategy), the team maintains a monitoring and evaluation (M&E) framework to measure the effectiveness of the government’s interagency approach. This M&E framework was created under the 2019–2023 APCCA Strategy; the team is updating the framework following the release of the 2024–2029 Children to Thrive Strategy. In addition, the team is responsible for preparing a Thrive Strategy Annual Report to Congress to meet the reporting requirements of the Global Child Thrive Act.

The DECODE team is tasked with providing backend M&E support to the Children in Adversity team as they prepare the next Report to Congress for fiscal years (FY) 2023 and 2024. There are four activities: 1. Administering a data call, 2. Compiling the data and drafting the report, 3. Updating the Thrive M&E framework, 4. Socializing the Children in Adversity key issue narrative, and 5. Maintaining an activity roster and map. The main deliverables are an updated Thrive M&E Framework, Master Data Call Template, the Annual Report to Congress data points and narratives, and Thrive activity roster and map.

This is a potential opportunity contingent upon award from USAID. This is a part-time consultant position with an overall expected level of effort (LOE) of 25 days across six months. The consultant will be expected to be based in the US and willing to work remotely.

Position Duties And Responsibilities

Essential functions:

Technical

  • Provide advice that informs an understanding of key issues in the sector and potential themes and accomplishments to highlight for the Congressional Report.
  • Provide guidance on the interpretation of indicator results received from across agencies.
  • Review highlights and success stories received from agencies during the data call to identify the examples most compelling and relevant to the Thrive Strategy.
  • Assist report writers with ensuring the Congressional Report narrative is focused on framing issues relevant to children in adversity and interpreting indicator results.
  • Assist report writers with revising content in the Congressional Report according to feedback from EnCompass, MSI, and USAID.
  • Provide overall technical review and feedback of the Congressional Report narrative.

Other

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed
  • Other duties as assigned

Academic Qualifications

  • Minimum of a Master’s degree and 10 years’ experience or a PhD and 6 years of experience. Degree in international development, social sciences, public health, or related field.

Experience and Skills

  • Has broad and comprehensive expertise in issues facing Children in Adversity, including knowledge of key issues in children’s development, care, and protection for vulnerable children
  • Has familiarity with the Global Child Thrive Act, with knowledge of the Advancing Protection and Care for Children in Adversity (APCCA) Strategy/Thrive Strategy strongly preferred
  • Strong qualitative analysis skills, with a demonstrated ability to synthesize complex data streams for lay audience members
  • Exceptional technical and general writing skills and oral communication skills, with a demonstrated record in professional publication, technical briefs, and conference presentations
  • Demonstrated ability to think strategically and integrate diverse information from varied sources
  • Proven track record of successful teamwork and excellent verbal and written communication skills required
  • Self-motivated and able to work independently
  • Ability to be flexible in adjusting to client needs and project requirements
