HITS Administrative Program Manager

The Institute for Family Health, one of the largest community health center networks in New York State, serves over 100,000 patients of all ages annually, regardless of ability to pay. As one of the first health centers in the country to adopt an electronic health record system, the Institute is a recognized leader in using health information technology to promote health equity. We now use our EHR, advanced analytics and sophisticated data-sharing capabilities to improve community health – all while safeguarding patients’ privacy and data security.

The Institute’s Health Information Technology Services (HITS) team is responsible for the effectiveness of all technology tools, including those related to clinical operations, billing, and cybersecurity, among others. The HITS Administrative Program Manager will support the Associate Vice President of Health Information Technology Services and the HITS department to promote the mission and goals of the Institute for Family Health by conducting process improvement, collaboration and compliance activities.

The HITS Administrative Program Manager is responsible for demonstrating independent judgment while proactively planning, managing and completing the required tasks associated with the HITS department’s compliance and regulatory requirements. This includes but is not limited to:

• Conducting internal audits and audits of third parties on behalf of the Institute to ensure compliance with legal, regulatory, contractual and other mandates. For example: Audit of InstituteLink partners and internal user security access audits.
• Responding to audit or documentation requests from third parties. For example: completing required NYS HIE audits, organization’s financial audit related to technology use, technology compliance requirements related to grant funded projects & programs and contractually mandated requirements.
• Conducting required service acquisition tasks related to privacy and compliance at software renewal and during vendor selection including review and assessment of required documentation provided by the vendor to ensure alignment with Institute expectations
• The Program Manager will identify opportunities for improvement to strengthen compliance and develop and document departmental and organizational process improvement projects, utilizing key performance metrics

The Program Manager will be responsible for demonstrating effective communication and collaboration with key stakeholders, including but not limited to members of the Institute community, third party partners, external vendors and regulatory agencies, to ensure regulatory and contractual requirements are met and to implement updated compliance requirements related to technology use. This individual will serve as a departmental liaison and representative for internal and external committees.

Qualifications

• High School Diploma or GED required
• Bachelor’s or Master’s degree in health care, technology or business administration or related field preferred
• 4+ years within Health Information Technology Services, Health Care Operations, including but not limited to administrative support departments required
• Demonstrated experience managing cross-functional change initiatives while utilizing key performance indicators (KPI) required
• Demonstrated experience effectively collaborating with internal and external partners required
• Familiarity with responding and supporting to programmatic, contractual, regulatory or statutory mandates preferred
• Advanced computer and internet navigational skills
• Advanced computer literacy with Windows-based operating systems and MS Office applications (Word, Excel, Outlook, Powerpoint)
• Familiarity with navigating or using electronic health records (EHR) technology and/or other health information systems, including patient portals
