Summary

As a Financial Management Specialist at the GS-0501-13, you will be part of HRS Resource Mgmt Grp, Office of Personnel Management. If selected, you will be responsible for Maintains activities dealing with reimbursement reconciliations from customers per terms of each agreement (e.g. accounts receivable, charge backs, etc.) Serves as the primary point of contact with HRS managers and Business Line Leads to ensure agreements (Service Level and Interagency) are processed timely and accurately.

Duties

Typical Duties: Provide technical advice on sensitive issues related to reimbursable field services. Provide quality assurance that program delivery is supported by project level detail by reimbursable agreement. Provide guidance to federal support staff performing billing, travel, requisition/procurement, vendor invoices, and administrative tasks for an organization. Provide financial management support to business planning, development, and/or client relationship efforts. Review invoicing processes to identify standardization opportunities. Present complex information for G-Invoicing processes to various audiences from senior executives to staff.

Requiremennts

Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period This position is eligible for inclusion in the bargaining unit. if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32. (BU Code - 2286) if the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit. (BU Code - 7777)

Qualifications

For the GS13: Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. You qualify for the GS-13 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL the following duties: Processing reimbursable interagency agreements of payment for transactions completed by other federal organizations; AND Determining reimbursable funding requirements to ensure compliance with financial appropriation law; AND Conducting training and/or presentations on G-Invoicing (or like automated voucher systems) processes; AND Utilizing appropriation law to analyze automated accounting systems and/or modify conventional business operational processes to solve transactional accounting problems. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS 13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
