LOCATION:                    Remote, No Authorized Travel

POSITION SUMMARY 

IREX seeks a consultant who will be responsible for leading a comprehensive study on mapping Media and Information Literacy (MIL) practices in Mongolia. The consultant will conduct research into current Mongolian media and information literacy practices, identify key stakeholders, identify MIL needs and gaps, list recommendations for Civil Society Organizations and Media actors, and perform other related tasks as directed. Candidates for this role should have experience doing research on media or media related activities in Mongolia. Candidates should be able to process and summarize information quickly and concisely, produce detailed written research products, and verbally articulate findings in virtual meetings. This is a fully remote position with no authorized travel.  

DUTIES AND RESPONSIBILITIES  

IREX expects a consulting period of two months, with the following duties: 

  • In coordination with IREX’s Media Engagement Advisor, lead remote research of Mongolian Media and Information Literacy Practices, through quantitative and qualitative research; 

  • Develop and design mapping study methodologies, questionnaires, and tools;  

  • Identify key informers;  

  • Test and review questionnaires;  

  • Conduct interviews with key informants;  

  • Collect data and information from different sources;  

  • Analyze and develop study results, and propose recommendations; 

  • Participate in a co-creation workshop in order to present the main findings; 

  • Perform other duties as assigned. 

SKILLS AND EXPERIENCE 

  • Understanding and knowledge of Mongolia’s operating environment and information and media context, required; 

  • Previous experience conducting analyses and studies of the media, journalism, communication, or civil society sectors in Mongolia, required; 

  • Extensive in-country contacts with all levels of media, information, and civil society professionals, preferred; 

  • Professional-level fluency in written and spoken Mongolian and English, required;   

  • Ability to convene key informants from diverse contexts and hold interviews virtually, telephonically, or in person, preferred; 

  • Relevant bachelor’s degree or higher in a related field, preferred;  

  • Familiarity with the use of secure communications protocols;    

  • Professional level familiarity with Microsoft Word and Excel;   

  • Skills and techniques to conduct relevant desk research; 

  • VAT license (or VAT waiver).
