Remuneration: Fees are subject to negotiation and shall not exceed established market rates Indicative

Project Description: This project provides technical and strategic support to the Interim Government of Bangladesh during a critical period of governance reform and transition. The objective is to strengthen the capacity to manage and deliver on key reform priorities, foster effective communication strategies, and engage with national and international stakeholders to promote stability, good governance, and sustainable development.


The Role: We are seeking experienced Governance and Reform Management Experts based in Bangladesh to support a high-impact project focused on strengthening governance systems, supporting reform processes, and promoting sustainable development outcomes in Bangladesh.


Key Areas of Expertise:

We are looking for candidates with expertise in one or more of the following areas:

  • Governance reform and institutional strengthening.
  • Public sector management, including capacity building and change management.
  • Political economy analysis and stakeholder engagement.
  • Policy development and implementation.
  • Anti-corruption strategies and transparency initiatives.
  • Monitoring, evaluation, and learning (MEL) for governance programmes.
  • Gender equality, diversity, and social inclusion (GEDSI) in governance contexts.

Key Responsibilities:

  • Provide technical support and strategic advice on governance reform and institutional strengthening.
  • Engage with key stakeholders, including government officials, donors, and civil society, to facilitate collaborative reform processes.
  • Conduct political economy analyses to identify risks, opportunities, and strategies for reform.
  • Deliver high-quality outputs, including reports, policy briefs, and capacity-building materials.
  • Contribute to adaptive programming approaches to ensure relevance and effectiveness of interventions.

Qualifications and Experience:

  • Degree or experience in public policy, political science, international development, or a related field.
  • Minimum of 5–10 years of experience working on governance and reform initiatives.
  • Proven track record of delivering results in complex and politically sensitive environments.
  • Strong analytical and communication skills, with the ability to produce high-quality written outputs.
  • Proven ability to collaborate well and to deliver work in a timely manner.
  • Experience working with donors such as FCDO, USAID, or similar agencies is highly desirable.
  • Familiarity with inclusive governance approaches, including GEDSI integration, is an asset.
  • Ability to work independently and as part of a team, demonstrating leadership qualities when necessary.
