Summary

This position is located in the Enterprise Command Operations (ECO), End User Services (EUS), Office of Information and Technology (OIT) serving as an IT Specialist responsible for the full range of duties within their assigned roles in the Enterprise Command Center to provide event management services for addressing IT operational events in order to maintain the interoperability of production systems and services.

Duties

DIRECT HIRE AUTHORITY: This position is being filled using Direct Hire Authority 5 CFR 337.201 (DA-002) for this occupation.

The Major Duties of the IT Specialist are, but are not limited to:

  • Serves as a team lead or team member on ad hoc and/or standing work groups in a virtual environment accountable to the division chief.
  • Creates and maintains documentation on networks, systems, applications and databases to include historical and trending information.
  • Develops and manages customer service performance requirements. Works with customers to test applications to assure software and systems quality and functionality.
  • Participates in networks, systems, applications and databases designs to ensure implementation of appropriate monitoring systems.
  • Assesses security events to determine impact and implements corrective actions.
  • Performs other information technology related duties and responsibilities as assigned.
  • Provides IT technical support related to the implementation of enterprise OIT policies and procedures. Develops customer support policies, procedures and standards.
  • Documents systems administration standard operating procedures. Researches, evaluates and provides feedback on problematic trends and patterns in customer support requirements.
  • Maintains problem tracking and resolution databases.
  • Participates in the planning, execution, operation and maintenance of IT systems and infrastructures to insure systems can be properly monitored. Consults with customers to identify any specify requirements and/or actions required for various events.
  • Monitoring of events to identify Incidents and provide to the appropriate support organization.
  • Participates in the restoration processes (Critical, High-Level Incident) for service outages, bringing information available from monitoring tools.
  • Contributes monitoring timeline/event information for Problem Management, for inclusion in any Post Incident Review (PIR).
  • Monitoring of all scheduled/unscheduled maintenance to determine if system that are monitored have returned to their normal state of operations.

Physical Demands: The work is sedentary, but may involve intermediate periods of walking, bending, stooping, lifting, carrying, moving up to 50 pounds computer components and supplies, reaching, pulling, and working at a keyboard and monitor. Subject to call back outside tour of duty.

Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.

INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): This position has an Individual Occupational Requirement (IOR). As a pre-requisite to the Specialized Experience requirement, you must meet the following basic education or experience requirements.

  • Basic Education Requirement: If you are meeting the basic requirement based on education, a transcript is required as part of your submission documents. All academic degrees and coursework must be from accredited or pre-accredited institutions. The degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
    • For the GS-11 grade level, you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR,

  • Basic Experience Requirement: The basic experience requirements MUST be substantiated in your resume. Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.
    • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    • Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENT:One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

  • Specialized experience is defined as: Experience administering (with little guidance and oversight) network, and application performance monitoring tools-at least one of the following industry products: SolarWinds, ScienceLogic, or Spectrum-Proficiency in utilizing such tools to administer and actively monitor network performance, real-time bandwidth utilization, and device health that impacts the performance of IT Services.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
