Job description

Job Title: IT Project Manager - 12-Month Remote Contract (Eastern Time Zone Required)

Overview

The NC Department of Health and Human Services (DHHS) Project Management Office is seeking a highly skilled IT Project Manager for a 12-month remote contract. This role is essential for overseeing the implementation of various web-based and low-code applications, working closely with both vendor and in-house development teams. Candidates must reside in the Eastern Time Zone to facilitate collaboration across various teams.

Key Responsibilities

  • Develop and secure approval for business cases through comprehensive stakeholder and market analysis, cost/benefit assessments, and project schedule estimations.
  • Lead the execution of medium to large-scale projects characterized by moderate to high complexity and risk.
  • Manage interdependencies of IT projects that engage multiple divisions and external stakeholders.
  • Collaborate directly with senior executives, IT personnel, and local stakeholders to accurately analyze project requirements and manage stakeholder expectations.
  • Establish, implement, and maintain detailed communication plans for project stakeholders.
  • Serve as the scrum master for internal agile development initiatives.
  • Provide leadership, direction, and oversight for project teams and vendor-related activities, reporting to senior portfolio and executive management.
  • Work alongside development teams to manage project milestones and critical timelines, identifying and resolving potential risks.
  • Support vendor management by ensuring that vendor deliverables are meticulously reviewed and approved.
  • Create and manage all essential project management documentation following PMI's PMBOK, NC DHHS PM Methodology, and State guidelines.
  • Monitor project activities, ensuring adherence to quality standards for deliverables while managing risks, costs, and schedules.
  • Maintain thorough inputs for the State project portfolio management tool and online project notebooks.
  • Cultivate and manage internal and external relationships to ensure successful project delivery.
  • Assist in procurement efforts by developing relevant documentation and supporting administrative tasks during the evaluation process.

Required Skills

  • Proficiency in project management methodologies, including waterfall and agile frameworks.
  • Strong analytical skills and problem-solving capabilities.
  • Excellent communication abilities for stakeholder engagement.
  • Experience in managing project risks and dependencies effectively.
  • Familiarity with project management tools, particularly Microsoft Project Server and SharePoint.

Qualifications

  • A proven track record in IT project management with at least 5 years of relevant experience.
  • Demonstrated experience in leading high-complexity projects and managing stakeholder expectations.
  • Vendor management experience, particularly in procurement processes.
  • A Bachelor's degree in a relevant field is preferred; a Project Management Professional (PMP) certification is advantageous but not mandatory.
