Are you looking to expand your professional human resources experience and build your skills in recruitment? We’re excited to announce a 6-month job rotation opportunity for a Recruiter position, open to current State of Oregon employees in regular status.

This position is a job rotation anticipated to last 6 months, though may be extended or decreased due to business need. This rotational opportunity is open only to current State of Oregon employees in permanent positions and in good standing (limited duration and temporary employees not eligible). Candidates who do not meet the minimum qualifications of the Human Resource Analyst 2 classification may be considered as a developmental. Developmental candidates are not eligible for Work Out of Class Differential. Preference may be given to those who meet the minimum qualifications for the classification. You must have your manager's approval before applying for this assignment.

About the Job – Your Role

As a Recruiter, you will partner with hiring managers to understand staffing needs and develop targeted recruitment strategies. You will source, engage, and guide candidates through the hiring process, ensuring a positive and seamless experience while building strong connections with professional organizations, educational institutions, and community networks to expand the talent pipeline.

A key part of this role involves promoting diversity, equity, and inclusion throughout all recruitment efforts and collaborating with team members to implement creative solutions that address recruitment challenges in a correctional setting. Additionally, you will utilize applicant tracking systems (e.g., Workday) and other tools to manage the recruitment process efficiently.

This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

  • A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and two years of Human Resource professional-level experience related to the position.
  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position.
  • Five years Human Resource experience related to the position. Three of the five years must have been at the professional-level.

Equivalencies:

  • A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
  • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

Candidates who do not meet the minimum qualifications of the Human Resource Analyst 2 classification may be considered as a developmental.  Working Conditions

This position operates in a computer-heavy office environment, requiring prolonged periods of sitting, typing, and using a computer. While the role offers the flexibility to work a hybrid-remote schedule, it also involves occasional overnight travel throughout Oregon to attend job fairs, conduct outreach, and support recruitment efforts. Additionally, the position may involve occasional interactions with adults in custody during recruitment activities within Correctional Facilities. The ability to maintain professionalism and composure in a secure and structured environment is essential.

The Oregon Department of Corrections is responsible for over 12,000 adults in custody in 12 state prisons throughout Oregon. It advises and evaluates counties regarding administration of probation and parole programs supervising more than 24,000 offenders in Oregon communities. About the Process – What to Expect

  • After the application deadline, a recruiter will review submissions for education and experience to identify candidates who best fit the minimum qualifications and requested skills.
  • Top candidates will be referred to the hiring manager.
  • The hiring manager will review your application and schedule interviews.
  • Interview will be held with a panel of stakeholders who have completed panel assessment training. Scores will be determined based on predetermined questions and scoring guides. Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position.
