Regulatory & Export Control Manager
Location:  Saxonburg, PA or Remote

Summary:                       
You will lead the Regulatory and Export Control activities within the LMT USA sites to support, monitor and maintain Compliance.
You will have:
  • A background in Trade Controls, Sanctions and Embargos.
  • Degree or similar level qualification or working experience.
  • Sound working knowledge of U.S. Export Control Regulations, particularly the ITAR and EAR. An understanding of UK and EU Export Regulations is highly beneficial.
  • Knowledgeable of, and stay current on, federal rule changes that impact relevant regulations including those relating to Controlled Unclassified Information (CUI).
  • Experience obtaining export licences, acting as an Empowered Official for the Company.
  • Understanding of working in an environment with Technical Assistance Agreements in place.
  • Experience assigning HTS codes and completing Country of Origin determinations.
  • Experience of implementing Regulatory programmes through a business.
  • Preferentially, you will have experience in a company that is a contractor or sub-contractor in the fulfilment of US Military contracts.

Main Responsibilities:
  • Work safely and comply with all company HSE requirements.
  • Support the business in its growth activities where export-controlled articles, products, software and technology exist.
  • Ensure appropriate licences are obtained and the Company’s activities are compliant with licences and other export requirements, laws and regulations, any end-use and regulatory reporting obligations.
  • Request and manage export licences and preliminary licencing enquiries including the monitoring, legal reporting and due diligence records.
  • Create, monitor, assess, control and document regulatory and export control processes of the Company including the licence records and any requirements relating to Technical Assistance Agreements in place.
  • Support and deliver any training requirements for employees involved in the regulatory and export control processes.
  • Review Regulations, proposals and contracts to identify regulatory and export control requirements and assess the ability to comply. Review language and suggest any changes and flow down requirements to the business.
  • Support other non-UK sites with USA trade and export control queries.
  • Lead internal and external audits of the Company’s processes relating to Trade Regulations and
  • Export Control activities and completing and remedial actions.
  • Ensure external suppliers and subcontracted processes meet the Compliance aspects required.
  • Monitor developments in, and address compliance and risks with, laws and guidelines in the USA.
  • Work with the Company’s Intranet and ERP systems.
  • Liaise with all stakeholders in Export Control Compliance and other Regulatory related issues.
  • Preparation and delivery of internal training and updates to the business on Compliance aspects
  • Any other duties within the post holder’s competence as requested.

Education and Experience:
  • Degree level qualification in relevant field OR 5+ years’ experience in a manufacturing organisation supplying to the US Military
  • Regulatory experience with USA Export Controls, particularly ITAR, EAR and export classification and a knowledge of OFAC Sanctions Regulations
  • Experience with import/export compliance, including customs regulations and international trade.
  • Experience dealing with External Bodies around compliance matters.
  • Experience of using MS Office; Excel – Intermediate level e.g. graphs, data analysis
  • Word, Outlook and PowerPoint – Basic
  • Experience of using Third party Software packages for reporting to Government Bodies
  • Experience   leading   projects   with   many stakeholders
  • Experience   in    mentoring   and   training colleagues in Compliance activities
  • Knowledge of Quality Management Systems highly beneficial
  • Knowledge of import and export regulations of other countries, particularly UK, beneficial.
  • Experience addressing export compliance issues arising from cloud services and enterprise software beneficial.
  • Experience with other regulations such as Hazmat/DOT
  • Experience of using Microsoft SharePoint
  • Experience of working in an industrial or manufacturing environment

This position requires access to our export-controlled commodities, technical data, technology, and services. These items are restricted under the International Traffic in Arms Regulations (ITAR) to U.S. Citizens, Lawful Permanent Residents of the U.S., and properly licensed foreign persons. Therefore, employment is contingent on compliance with ITAR regulations and successfully obtaining and maintaining the necessary export authorization license from the U.S. Department of Commerce’s Bureau of Industry and Security, U.S. Department of State Office of Defense Trade Controls, or other applicable government agency.  Candidates must be authorized to work in the US.
