Job description

Procon Consulting, a fast-growing professional services firm in McLean, VA with expertise in providing program and project management for design and construction, project controls, commissioning, construction-related technology, and facilities management, seeks a Construction Administrator to work on a project in conjunction with the federal government. The candidate will be supporting the staff in the management of the construction project and shall be required to perform the following services:

Qualifications and Skills
  •  7+ years of experience as a Procurement (Contract Administrator) .
  • Preparing and compiling a variety of reports, correspondence, and program status documents, consolidating information into comprehensive documents and preparing final form for review.
  • Tracking purchases and shipping receipts and preparing necessary web-based purchase tracking reports for submission.
  • Arranging meetings or conferences to include locations, schedule, agenda, reservations, and attendance lists.
  • Download, rename, and copy of project submittals and requests for information (RFI) from Resident Management System (RMS).
  • Must possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance; Safety, Time, Cost, Change and Information Management.
  • Must be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
  • Must have working experience in monitoring the construction for Quality Assurance.
  • Must have experience in preparing, analyzing, and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents.
  • Must understand the baseline schedule and assist in determining the value of the acceptable work in place.

  • Responsibilities and Duties
  • Developing and issuing RFP’s and IFBs.
  • Facilitating Pre-Proposal meetings.
  • Coordinating and drafting responses to consultant questions.
  • Coordinating any necessary amendments to RFP documents; coordinating review of proposals; facilitating and leading interviews or presentations; coordinating with WMATA Project Managers/Task Managers on the preparation of technical and price evaluations; participating in negotiations and/or counter-offers; preparing LNTP/NTP letters and required backup documents for CO signature prior to issuance; preparing letters to non-awarded consultants.
  • Facilitating and participating in internal and Consultant Kick-Off meetings Monitor and advance approval of requisite funding via Purchase Requisitions (PRs), while coordinating with WMATA’s Contracting Officer’s Technical Representative (COTR) and associated WMATA support departments.
  • Provide Contract Administration support to include milestone/deliverable tracking, budget analysis to schedule, change management support, DBE/MBE utilization, invoice reviews, close-out activities.
  • Assist in the preparation of ad-hoc reports, presentations, or analytical studies, as directed, by all levels of WMATA Management.
  • Under supervision of WMATA’s Contracting Officer (CO), Category Managers, Contract Managers and designated Contract Administrators (CAs), lead change order management meetings and assisting with resolution.
  • Assure compliance with WMATA’s Procurement Manual and CLM requirements, and any and all applicable FTA Circular requirements, and other applicable laws, regulations, policies and procedures.
