Description

Are you a seasoned Project Manager with a passion for software project implementation and public-sector innovation? Join Communication Service for the Deaf (CSD) to oversee the Testing and Training contract for the California Connect program under the Deaf and Disabled Telecommunications Program (DDTP). In this role, you’ll plan, execute, and deliver projects leveraging Project Management Body of Knowledge (PMBOK) standards—driving real impact across California’s diverse disabled communities.

What You’ll Do
  • Lead State-Funded Initiatives: Oversee project scope, schedule, and budget for the Testing and Training contract within the California Connect program.
  • Implement Software Solutions: Collaborate with cross-functional teams to manage IT system transitions and operational projects, ensuring high-quality outcomes.
  • Manage Stakeholders & Vendors: Serve as the primary liaison with state agencies, coordinating remote teams, subcontractors, and critical project milestones.
  • Control Risk & Compliance: Identify and mitigate project risks; ensure alignment with California state regulations, procurement standards, and contractual obligations.
  • Drive Quality & Reporting: Generate regular status reports, presentations, and executive summaries; maintain high-quality deliverables that meet contract specifications.
  • Foster Team Success: Work closely with a team of five or more in a remote environment, promoting collaboration, professional development, and continuous improvement.
What We’re Looking For
  • Education & Certification: Bachelor’s degree in Business Administration, Project Management, or related field. PMP (Project Management Professional) or equivalent certification is required.
  • Project Management Experience: 5+ years managing complex projects across PMBOK knowledge areas; proven track record in software/IT implementations, large operational programs, and state-funded initiatives.
  • Leadership & Collaboration: Experience supervising teams (5+ people), with strong communication and interpersonal skills to motivate and align remote teams.
  • Technical Skills: Proficiency in MS Project, Smartsheet, or similar PM tools. Familiarity with remote collaboration platforms (e.g., Zoom, MS Teams).
  • Regulatory & Contract Knowledge: 3+ years working in a regulated industry, understanding contract and compliance requirements
  • Preferred: Fluency in American Sign Language (ASL) or willingness to learn.
