The following position is to join RTX Corporate team:

The ATSP Program Management Office (PMO) within the Contract Vehicle Center (CVC) is in search of a highly proactive and self-motivated individual to join our team as a Task Order Program Manager. The candidate will possess the ability to anticipate needs, take initiative, and solve problems before they arise. You will be expected to manage multiple Task Orders efficiently, drive continuous improvement, and contribute to the overall success of the team.

What You Will Do

  • Conduct task order management including both capture phase and execution.
  • Coordinate task order proposals for up to 4 concurrent proposal efforts using standardized proposal templates; proposal workload will vary from 8 to 12 proposals throughout the year.
  • Once awarded, monitor technical status, cost performance, and schedule progress towards meeting task order requirements; manage the delivery of contract CDRL deliverables to the government; support Program Management Reviews (PMR) with Defense Microelectronic Activity (DMEA)
  • Build positive relationship with DMEA who manages ATSP
  • Establish effective working relationships with RTX Performers, Government customers, and internal Functions such as Contracts, Business Development, and Finance
  • Attend meetings between RTX Performers and Government customers to provide guidance on funding issues, completing program milestones, revising contract scope, or adding follow-on work.
  • Support other CVC PMOs as required
  • Travel up to 5%, or as needed.

Qualifications You Must Have

  • University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience.​
  • Minimum 4 years of related experience in coordination and/or management in new business proposal, capture, and/or execution management.
  • Bid/proposal development and proposal management skills.
  • Understanding of the ATSP contract vehicle and ATSP proposals.
  • Knowledge of government acquisition and contracting procedures,
  • Experience working with different functional areas including program management, engineering, contracts, finance, business development, and configuration/data management.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S Citizenship is required, as only U.S Citizens are eligible for a security clearance.

  • Experience working and/or setting up schedules with Pink/Red/Gold teams and Submit Gates.
  • Demonstrated ability to manage multiple projects and meet deadlines.
  • Experience working with government clients or agencies.
  • Familiarity with government regulations (FAR 15)

  • The CVC in Corporate Legal, Contracts & Compliance (LCC) manages, administers, and champions utilization of contract vehicles such as the Advanced Technology Support Program (ATSP). The ATSP IDIQ is a widely used contract vehicle by all RTX Business Units (BU) to speed up the procurement process with annual awards of $500M+ per year. The team works in a highly dynamic and virtual environment across the RTX enterprise that includes Raytheon, Collins, Pratt & Whitney, BBN, and RTRC. The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
