Job description

This is a remote position.

The Client is looking for a Senior Business Analyst to work with the project team, clinical registry leads and staff to support delivery of the project objectives – particularly the design, testing and implementation of a data reconciliation solution. This solution aims to reduce the amount of manual data entry required by HIM coders and therefore provide PCPs/HINs timely access to data from health authority CISs / primary care EMRs / patients / provincial sources etc. to support their mandates. 

Requirements
  • 10+ years experience working in business analyst roles in BC health care Information Management and Information Technology projects. Technical experience and PM experience are strongly preferred. 
  • Proven experience in application design, configuration and database management. 
  • Proven ability to oversee the entire solution lifecycle, from initial feasibility analysis and requirements gathering to implementation and post go-live support. 
  • Extensive experience in eliciting, documenting, and managing complex business, technical, functional and non-functional requirements and use cases. 
  • Demonstrated experience in application testing and data validation. 
  • Strong SQL skills and understanding of relational databases.
  • Experience with data transformation, validation and ETL processes. 
  • Understanding of integration protocols, APIs, and data modeling techniques. 
  • Ability to navigate effectively and deliver results in a large and complex organization. 
  • Strong analytical, interpersonal, and problem-solving skills.
  • Strong English language verbal and written communication skills, with the ability to explain concepts and topics in layman’s terms to non-subject matter experts and build consensus and credibility among diverse stakeholder groups. 
  • Able to work expeditiously as an individual contributor and as a team member.
  • Ability to coordinate, prioritize and complete multiple tasks. 
  • Hands-on experience developing ETL scripts for custom data transformation a strong asset. 
  • Prior experience in designing database and data warehouse schema a strong asset. 
  • Prior experience with FHIR a strong asset. 

Roles And Responsibilities:

Business Analysis:
  • Lead engagement workshops to gather business requirements, identify use cases and pain points. Consolidate and document findings in a clear, consistent format. 
  • Develop current state business process workflows, data flows and system integration diagrams. 
  • Gather, document and validate functional and non-functional requirements. 
Application Design and Build:
  • Work with stakeholders and partners to identify key use cases and functionalities of the application. 
  • Work with the Solution Architect to document application design key decisions, rationales and recommendations. 
  • Ensure the application design aligns with business objectives and user needs.
  • Develop future state business process workflows, data flows and system integration diagrams based on proposed application design. 
  • Collaborate with Solution Architect to troubleshoot issues and refine requirements. 
Data Validation and Testing: 
  • Develop detailed data validation and testing plan. Present to key executives for approval.
  • Extract, transform, and stage data from source systems for validation. Write and execute SQL queries to compare source and target datasets.
  • Identify, document, and troubleshoot data mismatches and anomalies. 
  • Work closely with stakeholders and partners to revise data mapping and transformation rules as needed.  
  • Support user acceptance testing (UAT) and coordinate feedback loops. 
  • Work with Solution Architect to address and resolve defects or issues.
Support and Sustainment: 
  • Develop a support and sustainment model, including artifacts such as process diagrams for issues and escalations, and knowledge base documentation. 
  • Develop standard operating procedures for other stakeholder groups seeking to onboard to the solution. 
Evaluation and Lessons Learned: 
  • Develop an evaluation framework, identify indicators and approach. 
  • Present the framework to stakeholders and executives for feedback and approval.
  • Complete post-implementation evaluation to measure improvements. 
  • Document lessons learned and recommendations for future expansions.
Roadmap and Expansion: 
  • Collaborate with the Project Manager, Solution Architect and stakeholders to collect and document new feature and enhancement requests. 
  • Work with the Solution Architect to develop an application roadmap and plans for expansion to additional sites.
