Request for Proposals (RFP): Program Evaluation Consultant for the Roadmap to Health Equity

I. Overview

The Roadmap to Health Equity is seeking a qualified program evaluation consultant to conduct a comprehensive review of current process and outcome measures. The consultant will perform an audit of the existing program evaluation and conduct key informant interviews to assess the effectiveness of the current evaluation strategy and provide recommendations for improvement.

II. Project Background

The Roadmap to Health Equity is committed to reducing health disparities and promoting equitable health outcomes across communities. To ensure we are meeting our objectives and maximizing impact, we seek an experienced consultant to review project objectives and activities, determine alignment with short- and long-term outcomes, examine current evaluation activities and offer recommendations o n how to show impact and value of the initiative .

III. Scope of Work

The selected consultant will be responsible for the following tasks:

  • Review of Existing Program Evaluation:
  • Review Theory of Change and existing process and outcome measures used to evaluate program effectiveness.
  • Assess the validity, reliability, and relevance of current evaluation tools and methods.
  • Identify gaps and areas for improvement in the evaluation framework.
  • Identify opportunities to better integrate impact of Roadmap and other Americares programming.
  • Review all existing survey tools and partner feedback channels for effectiveness.
  • Key Informant Interviews:
  • Conduct no more than 20 interviews with participants, program staff and community partners .
  • Gather qualitative data to gain insights and lessons learned on the effectiveness of current programs and identify challenges and opportunities for improvement.
  • Analyze interview data to identify themes and inform recommendations.
  • Reporting and Recommendations:
  • Develop a comprehensive report summarizing findings from the audit and key informant interviews.
  • Provide actionable recommendations for enhancing the evaluation framework, including suggestions for new or revised process and outcome measures.
  • Make recommendations for enhancing the data visualization of Roadmap benchmark report.
  • Design new clinic partner survey to better capture experience and needs of participating clinics . This survey will ultimately be executed by the Americares team.
  • Present findings and recommendations to the Roadmap to Health Equity leadership team.

IV. Deliverables

  • Evaluation Audit Report : A detailed report on the current evaluation processes, including strengths, weaknesses, and identified gaps.
  • Interview Summary : A synthesis of key findings from stakeholder interviews, highlighting major themes and insights.
  • Recommendations Report : A set of actionable recommendations for improving program evaluation, including a proposed framework for ongoing assessment.
  • Presentation : A presentation to the leadership team summarizing key findings and recommendations.

V. Qualifications

The ideal consultant will have:

  • Demonstrated experience in program evaluation, preferably in the public health or social services sectors.
  • Expertise in both qualitative and quantitative research methods.
  • Strong communication and interpersonal skills, with experience conducting stakeholder interviews.
  • Familiarity with health equity and social determinants of health frameworks is preferred.

VI. Proposal Submission Requirements

Interested consultants should submit the following:

  • Cover Letter : A brief introduction, highlighting relevant experience and qualifications.
  • Proposal : A detailed proposal outlining your approach to the scope of work, including a proposed timeline and budget.
  • CV/Resume : A current CV or resume for each team member involved in the project.
  • References : Contact information for at least two references who can speak to your experience and qualifications in program evaluation.

VII. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Demonstrated expertise in program evaluation and public health.
  • Quality and clarity of the proposed approach.
  • Relevant experience and qualifications of the consultant or consulting team.
  • Cost-effectiveness of the proposal (proposal budget s should not exceed $20,000) .
