NbS Program Summary
The Guinea-Bissau National NbS Program covers approximately 1.9 million hectares of forests and mangroves in the country and targets activities are designed to reduce deforestation and degradation, address fuel wood needs, and generate positive livelihood benefits to communities. The priority activities that will be targeted to finance for the generation of Verified Emissions Reductions and Removals (VERRs) include Reduced Emissions from Deforestation and Degradation, Fuel Efficient Cookstoves and Tree Planting. The GB NbS National Program will support improved forest protection, promote alternative livelihoods, address wood energy needs with cookstoves, to enable a more holistic approach to addressing unsustainable forest use, and to delivering biodiversity benefits, increased incomes, and the creation of marketable VERRs. Terra Global will be working with the Government of Guinea Bissau and long-established local private sector company to design and implement the GB NbS National Program.
Responsibilities
The Guinea-Bissau Local Project Coordinator will provide technical support and work alongside the local implementation partners to support with carrying out the GB NbS National Program activities and monitor results. This person will lead coordination between the Terra Global International team, local partners and the Government of Guinea Bissau and our local private sector company.
Coordinate Field Activities
The Local Project Coordinator will support the activities that will be implemented in the GB NbS National Program including:
Serve as a project management resource for Terra Global in Guinea-Bissau, which includes helping support the engagement of local communities be aware of the GB NbS National Program
Actively working with GB NbS National Program implementors in the in planning and committed to forest protection through a participatory process
Frequent travel to the GB NbS National Program regions for local meetings including to remote and rural areas
Work with the local partner, technical service providers and governmental agencies on the development of social and livelihood programs including improved agricultural outcomes, promotion of sustainable harvesting and production of Non-Forest Timber Products (NFTPs), improved agroforestry and tree planting systems, best practices of efficient cookstoves use, implementation of village woodlots, gender empowerment, alternative and promotion of eco-tourism jobs
Coordinate with local governments on participation in the GB NbS National Program
Gather and share lessons learned with the GB NbS National Program and community stakeholders
Gather information and local data needed for developing business plans and the data needed under the international market GHG and impact standards
Coordinate training sessions and discussions with government and communities
Hold workshops for the GB NbS National Program and participate in workshops with the other actors on REDD+, Efficient Cookstove and Tree Planting issues
Gather field data from offices and store in a secure location
Coordinate Program Activities (office-based)
Support and act as a liaison for Tera Global and the Program including:
Support all partners for best communication with Terra Global
Overall oversight of the M&E processes undertaken by local implementors
Support fiscal management procedures for the GB NbS National Program
Procurement of goods for the local partners
Project management oversight and support for the Program overall
Support translation for the international team both remotely and in country
Ensure consistent and timely flow of information and data from the field to the Terra Global International team
Support in sourcing partnerships to advance social and livelihoods programs on behalf of local Communities
Engage with the Government of Guinea Bissau and identify governmental focal points within relevant agencies (e.g Minister of Environment, Forestry Departments, etc) for the success of the Program
Lead in Monitoring Data Collection
The Consultant will work closely with the local partner, the Government of Guinea-Bissau and local communities, lead field activities to gather, organize and store field-based data for monitoring the Program. These monitoring data needs tasks include:
Collect monitoring data from local communites, governmental agencies and local partner, including all field-base data
Prepare quarterly reports for the Program including monitoring of Program Activities
Digitize and organize field-based data for current and future use and reference
Work with project partners and the Government of Guine- Bissau to set-up and maintain the monitoring processes and procedures
Create systems in place necessary to support project validation and verification on an on-going basis, and roll-out of the Terra Monitoring System
Establish local capacity for monitoring with local communities trained on collection of program data and record keeping
Gather specific data necessary for the VCS/CCB Project Document and Monitoring Reports for the Program
Coordinate with consultants in conducting biodiversity surveys, biomass surveys, and social assessments
Assist stakeholders with Public Comments and, when necessary, assist with translation of specific texts relating to the Validation and Verification of the Program
Assist in the field audit of the Program, by hosting the VVB and coordinating logistics of field visits.
The salary range for this position is 20,000-25,000 USD per year
Qualifications
Must be a Guinea-Bissau National, have a Bissau-Guinean driver’s license and have access to vehicle that can support frequent travels to remote and rural areas across the country
Minimum 5 years of work experience in natural resource management, sustainable agriculture, renewable energy, and/or REDD+ projects
High ability to work with MS Office programs especially Excel and Word
Very knowledgeable of mobile monitoring, and smartphone use for field data collection
Experience in capacity building and training, and facilitating community-level adoption of tools and policies
Demonstrated and successful past performance building relationships with governmental organizations, private and community organizations
Experience in implementation of community-based projects at a field-level
Able to train, motivate, and manage field crews with different degrees of experience and education
Able to work independently and self-manage deadlines and deliverables
Must be based in Bissau and travel frequently to rural areas
Exceptional verbal/written communication skills, especially working across cultures
Must have Portuguese, Guinea-Bissau Creole and English fluency
Must have access to regular electricity and internet (as reasonable in the country)
