Strategic Communication Systems (SCS) is seeking an experienced Contracts Manager to support our VLF / LF Modernization & Sustainment programs. As a key member of the business team, you’ll drive strategic decision-making and offer dynamic recommendations on contractual issues and proposal strategies, all while collaborating closely with leadership across multiple functions.

In this critical role, your business acumen and subject matter expertise will be put to use guiding cross-functional teams through program reviews, risk management, and other contract-related matters. You will work with a geographically dispersed team to resolve complex issues, improve acquisition timelines, and ensure the successful execution of contracts that meet both financial and program objectives.

What You Will Do:

  • Effectively communicate with internal and external customers to establish mutually beneficial relationships and frequently influence business decisions
  • Implement strategies to improve acquisition timelines and customer pace of contractual actions
  • Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders
  • Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes
  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards
  • Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience 
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract 
  • Must have a minimum of 7+ years experience in defense contracting including administration/management of cost-type contracts, fixed-price type contracts, USG DoD contracts for development, transition to production, full rate production, sustainment, and services
  • Experience leading and managing a team of professionals, ensuring alignment with company goals and objectives; experience implementing training programs that support team growth, skill development, and career advancement
  • Direct knowledge of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
  • Ability to Travel 5-10%

  • May have deep knowledge of project management
  • Advanced knowledge of related disciplines within work area and ability to identify links and potential impact on projects, programs or systems
  • Secret Security Clearance or ability to obtain

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
