We are seeking an Associate Director and Counsel to join the Collins Aerospace Central Global Trade Sanctions and Due Diligence Team.

The Associate Director and Counsel will assist our dynamic Global Trade team with handling complex sanctions and due diligence matters and developing a strategic enterprise-wide approach to sanctions compliance.  The Associate Director and Counsel will review and provide legal guidance on proposed transactions to ensure that they comply with sanctions regimes and end-user restrictions worldwide (including the Export Administration Regulations administered by the Department of Commerce, sanctions programs administered by the Office of Foreign Assets Control, and antiboycott regulations administered by the Department of Commerce and the Department of Treasury).  This position is involved in the most-complicated sanctions and due diligence legal issues that arise in Collins Aerospace and regularly briefs executive leaders within RTX and Collins Aerospace on key transactions and regulatory developments.  The selected candidate must have experience with the Office of Foreign Assets Control (“OFAC”) controls and related statutes, international sanctions regulatory schemes, and antiboycott laws and regulations.  

What You Will Do:

  • In coordination with Collins Aerospace’s Office of the General Counsel and RTX’s Global Trade function, investigating suspected violations of U.S. and non-U.S. sanctions laws.

  • Administering Collins Aerospace’s’ sanctions-screening and due-diligence program, leveraging digital tools and sanctions-compliance professionals to ensure that Collins Aerospace (1) does not engage in prohibited transactions, (2) does not deal with denied parties or sanctioned countries, and (3) does not cooperate with prohibited international boycotts.

  • Working with Collins Aerospace’s strategic business units to review products and programs, identify any sanctions compliance concerns, provide appropriate legal guidance, and propose solutions for addressing concerns.

  • Ensuring timely and accurate reporting to government agencies, including the Office of Foreign Assets Control and the Office of Antiboycott Compliance

  • Reviewing and drafting disclosures to the relevant regulators where violations of law are identified.

  • Responding to developments in sanctions laws and monitoring Collins Aerospace’s overall sanctions-compliance trends.

  • Assisting in the development, implementation, enhancement, and maintenance of Collins Aerospace and RTX policies, standard work, and processes for sanctions compliance.

  • Must be willing and able to travel 10% of the time

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience

  • Juris Doctor Degree

  • 10+ years of legal experience in Global Trade

  • 3+ years experience with U.S. sanctions and antiboycott laws and regulations.

Qualifications We Prefer:

  • Legal writing experience

  • Ability to communicate clearly—particularly in writing.

  • Minimum of three years in a law firm handling export control or sanctions-related matters and/or three years of experience in a government agency involved in administering export control or sanctions laws and regulations.

  • Experience in conducting investigations (interviewing witnesses, reviewing documents, organizing case/matter files, and identifying issues).

  • Demonstrated ability to multi-task, to manage multiple deadlines simultaneously, and to provide effective, timely, and practical solutions.

  • Demonstrated ability to work with minimal daily supervision and to balance competing priorities.

  • Prior aerospace industry experience.

  • Experience with non-U.S. sanctions controls is preferred.

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
