About The Team

The team ensures our rail network operates smoothly across various systems and regions, helping to create a standardised operating environment. This helps increase efficiencies for rail operators, making our network more reliable and cost-effective.
About The Opportunity
The primary objective of this position is to support development and management of an effective 2nd level technical assurance regime for ARTC’s core business processes in accordance with ARTC’s overarching assurance framework.
- Develop, maintain and monitor an effective assurance and control framework for ARTC Tier 1 Rail Safety Risks. This will include procedures, and guidelines, to ensure compliance and ongoing continuous improvement.
- Conduct control verification and validation and risk oversight program in line with level 2 assurance framework and assist with development of Control Performance Measures and their effectiveness through collation of data to provide periodic analysis.
- Conduct regular monitoring activities to assure effectiveness of ARTC’s Safety Management System (SMS) and Asset Management System requirements, responsibilities, authorities, and accountabilities and ensure they are appropriately identified and integrated into relevant management systems of work.
- Facilitate and execute the refinement and implementation of ARTC’s overarching Technical Assurance, Infrastructure Standards and Project and Process Management Frameworks to ensure sustainable, safe, efficient safety and environment outcomes for the business that are aligned to industry and legislative requirement and establish ARTC as an industry leader in safety.
- Analyse findings from monitoring activities and provide comprehensive reports with actionable insights to Safety Management System (SMS), Asset Management critical controls and relevant other business areas.
- Participate in level 2 assurance internal/external audits as required, collaborate responses with stakeholders to ensure close-out of findings in a timely manner.
- Establish Safety and Risk monitoring, measurement and performance metrics to inform Assurance Manager the effectiveness of system health.
- Analysis/report Safety and Risk performance data with recommendations for improvement across Technical Services and Assurance.
- Support Assurance Manager to develop, deliver and monitor health of Safety and Risk compliance with relevant regulatory compliance requirements and relevant standards.
- Facilitate processes for 2nd Line oversight including risk assessments, control identification and assessments, identification of remedial actions, and monitoring of related activities.
- Facilitate processes for 2nd Line Assurance and Monitoring activities of key risks in line with the Risk Management Framework.

- Tertiary qualification in risk management or business, or relevant/equivalent experience.
- Min 3+ years in an operational exposure.
