ORGANIZATIONAL UNIT
The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.
Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology services, managing ERP, CRM, documents, information systems and infrastructure, service-desk, library, archives and information management services, safety and security (both physical and logical), to support staff both at Headquarters and in the Field, as well as delegates attending conferences, meetings and events world-wide. It also promotes ICT collaboration, partnerships and information-sharing and represents ITU in inter-organization meetings and committees related to information technology and security management.
BACKGROUND INFORMATION
The purpose of this vacancy announcement is to hire, an SAP Grant Management Consultant to:
- Optimize the usage of the SAP Grant Management module.
- Ensure compliance with grant regulations and reporting requirements.
- Provide training and support to users.
TERMS OF REFERENCE
Under the direction of the Head of the ERP Logistics & Financial Applications Service, within the IS department, the consultant will:
- System Configuration: Enhance the configuration of the SAP Grant Management module according to organizational needs.
- Requirements Analysis: Gather and analyze business requirements related to grant management.
- Process Optimization: Identify and implement improvements to grant management processes.
- Development: Write program specifications and collaborate with developers where necessary.
- Reporting: Develop and generate accurate grant-related reports.
- Compliance: Ensure compliance with relevant grant regulations and standards.
- User Training: Provide training and support to end-users.
- Testing and Documentation: Conduct system testing and create comprehensive documentation.
- Problem solving: Troubleshoot and resolve any system issues.
CONCRETE DELIVERABLES
- Enhancement of system configuration documentation.
- Compilation of training materials and user manuals.
- Preparation of reports and analyses.
- Implementation plans of grant management processes.
- Test run and documentation of test scripts and results.

QUALIFICATIONS REQUIRED
Education:
First university degree in business administration, finance, computer science or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. Relevant SAP certifications (e.g., in Grant Management or FICO) would be an asset.
Experience:
At least three (3) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA). An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in a related field can be considered as a substitute for 2 years of working experience.
Extensive experience with SAP Grant Management module.
Experience with financial reporting and compliance.
Experience with SAP S/4HANA would be an advantage.
Experience working within the public sector, or non-profit organizations would be an advantage.
Languages:
Knowledge of English at advanced level. Knowledge of a second official language of the Union (French, Arabic, Chinese, Russian, Spanish) would be an advantage.
REMUNERATION INFORMATION
Between USD 185 to USD 250 per working day to be defined according to the work experience of the consultant.
