Job description

This position will provide policy, legislative, and regulatory guidance to guide the development and implementation of extended producer responsibility (EPR) programs, ensuring compliance with statutory and regulatory requirements. The Director will play a key role in developing policies and proposals, and stakeholder engagement planning for states with existing and developing EPR laws.  

This role will provide administrative and research support to teams working on reporting and fee categories, help coordinate compliance-related tasks and assist in stakeholder engagement. The Director of Policy Analysis will contribute to regulatory analysis efforts and help facilitate internal alignment across multiple teams. 

Key Responsibilities 

  • Guide development of legislative and regulatory monitoring processes.
  • Track legislative and regulatory changes and contribute to internal documentation of material definitions and exemptions.
  • Conduct research and prepare analysis on EPR legislation, regulations, and policy trends to support program and compliance initiatives.
  • Support the preparation of producer guidance materials and interpretive documents.
  • Assist in reviewing producer reports for basic accuracy and compliance.
  • Help coordinate meetings, track regulatory deadlines, and provide logistical support for compliance-related initiatives.
  • Contribute to internal discussions on harmonization efforts to streamline reporting processes for producers.
  • Participate in relevant industry discussions and learning sessions to stay informed on EPR best practices.
  • Provide cross-team support to:
    • Producer Services: Answer routine inquiries regarding material reporting and compliance.
    • Materials Services: Assist in organizing and maintaining material category data.
    • Data and Analytics: Help compile and review information used in the fee-setting process.
  • Perform other job-related duties as needed.

Qualifications 

  • Required Bachelor’s degree (preferably in public policy, environmental science, material science, business administration, or a related discipline).
  • Required 8+ years of experience in legislative affairs, government relations, or public policy.
  • Preferred experience includes strategic management of state government relations programs including tracking, monitoring, and engagement planning.
  • Strong knowledge of state legislative practices and preference for knowledge of EPR programs, environmental regulations, packaging policies, or producer responsibility programs. 
  • Strong research and analytical skills, with the ability to summarize and communicate findings effectively. 

Compensation & Other Information 

  • Location: Initially Fully Remote with potential for in-person
  • Compensation: Competitive salary based on a variety of factors in accordance with applicable law
  • Reports To: VP of EPR Regulatory Compliance
