Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The Analyst, Funding and Financing, analyzes financial architecture and metric to conduct financial model development, effectively manage and coordinate long term financial forecast and cashflow controls and support funding contribution agreement development and administration and to establish procedures that are consistent with Federal, Provincial, Municipal and Metrolinx policy and good business practices. What will I be doing? Analyzes financial architecture, metric, model, and policies to develop, manage and coordinate financial analysis, forecast and cashflow controls, contract/funding agreement development and administration, and establish related procedures and processes that are consistent with government & Metrolinx policy and good business practices, including: Monitoring and improving the existing financial models and assisting the leadership to develop new models according to business needs Gathering and compiling financial data and information related to complex projects to forecast financial impacts. Analyzing financial policy and existing ERP system/module efficiency and assisting with the development of new system/module if required. Leading resource coordination, early warning identification, and making recommendations to management Supporting financial testing reviews of the system design and reports (e.g. transaction flows, analytical charts, data metric presentation) Providing regular updates to manager on project budget, spending, and cashflow status; identifies areas of potential concern Preparing senior management level reports to various committees and assist the presentation of the findings. Plans, develops, coordinates, and monitors the cashflow of all eligible Federal funded projects by: Identifying eligible & ineligible capital expenditures through analysis of contribution agreements, vendor contracts, Purchase Orders and/or internal cost transfers relative to eligible projects and related long term planning. Manages structured and non-structured funds and Contribution/Funding Agreements (e.g. Infrastructure Canada, Transport Canada, City of Toronto) and supports agreement development and administration by: Assisting in negotiation with Federal & Municipal Governments to develop amendments in Contribution Agreements and/or solutions to problems as they arise Providing input to agreement terms and conditions, including project timelines, project scopes, schedules, and monitors related activities, ensuring all agreement terms and conditions have been met Participate and assist in funding audits & year-end financial audit Maintains relationships with both internal & external vendors to stay current with projects, public announcement & funding progression. Analyzes administrative, operational and/or project & funding related processes and procedures, and develops and implements streamlined solutions for identified inefficiencies Conducts financial and contract/agreement analyses to maintain adherence to strategy Develops processes and procedures that encourage adherence & inter-government/interagency cooperation. What Skills and Qualifications Do I Need? Completion of a post-secondary program in Business Administration, Finance, Commerce, Economics, Public Administration, Political Science– or a combination of education, training and experience deemed equivalent Demonstrated years of experience in analyzing financial architecture, financial modeling, financial planning and analysis, administering and negotiating contracts/funding agreements, and project management Partial or complete designations in accounting, finance, or project management and previous training, trade certifications, and/or professional designation(s) in a relevant discipline are preferred Don’t Meet Every Requirement?
