Job description

Description Hennepin County’s Human Services administration is seeking a Head of Analytics to manage, plan, and organize the overall data and analytics program and activities in Human Services. In this role, you will support the line of business approach to data and analytics including managing centralized data resources, leading strategies and supporting department and enterprise strategies. Location and hours: This position is hybrid will be performed both on-site at 625 4th Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. About The Position Type This position is a full-time, benefit earning position. You must be a current regular or probationary employee of Hennepin County to apply for this position. In This Position You Will Lead, plan, and manage the overall data and analytics program and activities in Human Services in ways that are clearly aligned with the mission, vision, strategic direction, and goals of both the line of business and county. Direct leadership and management of centralized data analytics staff. Lead and coordinate key department data and analytics initiatives and county goals; including but not limited to implementing the Results Based Accountability framework. Develop line of business data and analytics program goals and deploy key metrics related to these line of business data and analytics initiatives. Build and maintain relationships with critical stakeholders: Human Services leadership, Health analytics, Health and Human Services IT, and resources performing data analytics and CQI activities within the service areas and external stakeholders. Represent Human Services on the Hennepin County Analytics Leadership Council. Explore and advance innovative data and analytics solutions. Develop and manage the data and analytics budget for the line of business. Communicate, connect and align data and analytics initiatives and opportunities throughout Human Services. Support department and county-wide strategies for diversity, equity & inclusion and disparity reduction by leading data analytics efforts that provide leaders with disaggregated data, analysis, and outcome measures. Need To Have One of the following: Bachelor’s degree or higher in business administration, data and analytics related field, or other field appropriate to the position and five years or more experience leading data and analytics teams or large-scale data and analytics initiatives. Nine years or more of experience leading data and analytics teams or large-scale data and analytics initiatives. Nice To Have Experience: Communicating and presenting data and analytics ideas and strategies to a wide variety of audiences, both technical and non-technical. Leading and supervising teams; leading without direct authority. Integrating data across a variety of sources using SQL, Python, R, or similar languages. With cloud-based analytics tools such as Azure Synapse, Databricks, Data Factory, etc. Working with modern data infrastructures (e.g., data lakes, lakehouse, deltalake, graph databases, etc.). Ability to: Manage a program of data and analytics initiatives; coordinate and align across various service areas and data systems. Build and maintain relationships with a broad array of stakeholders. Negotiate and collaborate with customers and stakeholders to gain consensus and move work forward. Develop, plan, and implement data and analytics strategic plans. Communicate effectively in individual and large group settings. Foster commitment and build support for a diverse and inclusive organization that reflects the residents we serve. Knowledge of: Analytics (e.g., business intelligence, data and reporting, data processing and manipulation, data science, statistics, machine learning, geospatial analyses, applied research methods, data to decision frameworks, etc.). Human Service programs. DataOps, data infrastructure, and data management. Principles of project and program management. Practices of effective administration and management.
