Hybrid Workplace Arrangement

The salary range posted for this position is
Q1 $5,995 - Q3 $7,190 /monthly; although a salary range is listed, hiring salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act.

Description Of Job
The Division of Professions and Occupations (DPO) provides consumer protection through its regulation of 500,000 licensees within more than 50 professions, occupations, and entities in the state of Colorado.
The Office of Investigations work unit exists to ensure consumer protection by conducting investigations/inspections to support the Division’s 50 different professions. The Office supports the Division by conducting inspections and investigations of criminal, civil, and administrative actions and the enforcement of agency actions including cease and desist orders. The work unit achieves its purpose through accomplishing the strategic measures of the Division, including improving customer service and reducing fees, protecting consumers and leading people, as well as regulating of all those providing such services, ensuring that those providing the services comply with minimal statutory standards, and coordinating the investigation/inspections process to enforce the requirements of the Colorado Revised Statutes.
Position
: SJA 9827
This position implements the objectives of the work unit and answers regulatory inquiries, advises and counsels the public, the funeral and mortuary science services profession and other governmental agencies, including law enforcement. This position independently conducts inspections upon Funeral and Mortuary Science Services registrants, writes reports detailing inspection findings, and conducts investigations based upon consumer and/or Program initiated complaints.
Duties Include, But Are Not Limited To
Analyzing facts and evidence obtained through investigation such as client records, medical and business records, employment records, depositions, court records, witness interviews and physical evidence to determine the pertinent information to be included in the written report and/or presentation to the Program;
Determining appropriate outreach and education strategies to educate external stakeholders, including law enforcement, regarding the investigative and enforcement role of the agency;
Investigating “sensitive” circumstances such as those involving sexual abuse, psychiatric problems, or drug or alcohol abuse;
Evaluating questions presented during required testimony in a fast-paced deposition or court proceeding, determining whether confidentiality laws prohibit the disclosure of the requested information and therefore prohibit a response to the question;
Educating and communicating with the general public and regulated professions regarding the investigative and enforcement role of the agency;
Assisting in the prosecution of administrative, civil, and criminal violations of state and federal law by the Attorney General’s Office and other law enforcement agencies.
MINIMUM QUALIFICATIONS (MQs)
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience.
Option 1: Experience
Six (6) years of full-time relevant professional* investigative work experience which must include all of the following:
Conducting investigations, including working with violations of administrative, civil, and/or criminal based statutes;
Gathering, interpreting, and/or analyzing evidence, data, and relevant facts in complex cases, and applying applicable laws;
Presenting clear and concise oral and written reports of investigation;
Experience gathering information by utilizing investigative interviewing techniques.
Option 2: A Combination of Education AND Experience
Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in business, criminal justice, communication, forensic science, sociology, or a field of study related to the work assignment; AND
Four (4) years of full-time relevant professional* investigative work experience which must include all of the following:
Conducting investigations, including working with violations of administrative, civil, and/or criminal based statutes;
Gathering, interpreting, and/or analyzing evidence, data, and relevant facts in complex cases, and applying applicable laws;
Presenting clear and concise oral and written reports of investigation;
Experience gathering information by utilizing investigative interviewing techniques.
OR
Bachelor’s Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in business, criminal justice, communication, forensic science, sociology, or a field of study related to the work assignment; AND
Two (2) years of full-time relevant professional* investigative work experience which must include all of the following:
Conducting investigations, including working with violations of administrative, civil, and/or criminal based statutes;
Gathering, interpreting, and/or analyzing evidence, data, and relevant facts in complex cases, and applying applicable laws;
Presenting clear and concise oral and written reports of investigation;
Experience gathering information by utilizing investigative interviewing techniques.

Substitutions
Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.
Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
Necessary Special Requirements
Applicant must inspect funeral homes and crematories throughout the state of Colorado. This requires overnight travel throughout the year, which at times can be as long as, or more than, a week.
Travel averages up to three (3) weeks per month.
Preferred Qualifications
Previous experience working in or with a Funeral Home, Crematory, and/or Coroner’s Office;
Experience conducting quality control inspections to ensure compliance with standards/requirements, including applying, interpreting, and explaining standards/requirements;
Knowledge of and experience with effectively applying investigative principles and techniques;
Knowledge of and experience with interpreting and writing technical, investigative reports;
Demonstrated experience working in a busy, fast-paced regulatory environment and/or state government position;
Demonstrated experience testifying in court providing data and information gathered during the investigative process;
Demonstrated experience working with multi-disciplinary teams (e.g. civil attorneys; criminal prosecutors; local, state, and federal law enforcement/regulatory agencies);
Bilingual (Spanish preferred).
