SENIOR CONTRACT SPECIALIST

INCATech is searching for a Senior Contract Specialist to support the Federal Aviation Administration. The Senior Contract Specialist may:

Responsibilities

  • Post-Award Acquisition Support: Provide advice, recommendations, and document support in all areas of the acquisition post-award phase. Perform rigorous financial analysis and invoice review, draft contract modifications as requested, draft contract letters, and maintain contract files in a SharePoint environment. Perform invoice analysis to ensure that contractors are invoicing in accordance with their internal pricing procedures and most recently approved billing rates. Provide invoice pre-dispute support. Maintain all invoice documents on KSN.
  • Provide Pre-Award Support: Draft appropriate contract sections. Prepare market research reports, conduct small business analysis, draft pre-solicitation announcements. Support the development of Source Selection/Evaluation Plans, Evaluation Factors and Criteria, Independent Government Cost Estimates (IGCEs), and Determinations and Findings (D&Fs).
  • Source Evaluation Support: Support Contracting Officers in performing proposal compliance reviews, performing cost/price analysis, drafting Pre/Post Negotiation Memoranda, supporting Technical and Cost/Price Evaluation Reports, assisting in determining awardees, developing Source Selection Official Briefs, and supporting proposal debriefings and protests.

Related Experience:

  • Bachelor’s Degree
  • 8 years of experience providing pre-award, source evaluation, and contracts administration support
  • Excellent contract administration experience.
  • Experience performing significant financial reconciliation.
  • Proficiency in using contract writing & administration tools, to perform Funding MODs, Admin MODs and Change Orders.
  • Experience performing invoice review of multiple contract cost types.
  • Experience leveraging SharePoint environments.
  • Proficient in documenting and tracking all contract value, funding and billings on contract to ensure funds are available.
  • Experience drafting and evaluating specific contract sections.
  • Experience ensuring that proposals are compliant with SIR/RFP instructions, and that technical evaluations are consistent with the defined SIR/RFP evaluation factors, evaluation ratings, and risk assessments.
  • Experience negotiating multi-million-dollar proposals.
  • Experience performing cost/price analysis.
  • Experience drafting Pre/Post Negotiation Memoranda.
  • Experience supporting Technical and Cost/Price Evaluation Reports, assisting in determining awardees, and developing Source Selection Official Briefs.
  • Strong business acumen and excellent communication skills (oral and written)
  • Superior customer service, critical thinking, and communications skills.
  • Excellent verbal and written communication skills are essential.
  • Individual must be a self-starter, high energy, and able to lead a complex long-term initiative.
  • Experience in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).


Preferred:

  • Substantial financial analysis experience to include: funding and invoice analysis, analysis of CPIF CPFF and FFP CLINS.
  • Level 3 contracts certification (e.g. FAC-C III, DAWIA III)
  • FAA Experience; experience leveraging KSN
  • Proficient with the use of the FAA’s Financial Management Systems to include DELPHI, PRISM, and OBIWAN
  • Experience performing comparative analysis of vendor terms and/or cost proposals with historical data to develop recommendations on vendor selection, program/contract terms, and/or prices.
  • Experience drafting, evaluating, and awarding systems engineering requirements.
  • Experience with FAA Acquisition Management System (FAA-AMS).
