ABOUT NAPAWF
Founded in 1996 by 100 Asian American and Pacific Islander (AAPI) women, NAPAWF (National Asian Pacific American Women's Forum) is the only organization dedicated to empowering AAPI women and girls and gender non-conforming folks to impact policy and drive systemic change in the U.S. NAPAWF is building a movement for social, political, and structural change by building a multilingual, multigenerational membership that encompasses the diversity of the AAPI community.
Employing a reproductive justice framework, we use organizing, advocacy, and communications strategies to assert full agency over our lives, our families, and our communities. The organization also stands in solidarity with other women of color facing oppression and marginalization. NAPAWF focuses on three core issues employing an intersectional approach that holistically centers the experiences and stories of AAPI women and girls:

POSITION SUMMARY
The Director of Human Resources ensures the effective administration of HR systems, processes, and policies across the organization. Reporting to the Chief Operating Officer, this position provides strategic and tactical leadership on core HR operations including compliance, workforce systems, compensation structure, data integrity, and employment law matters. The Director partners with the Director of People & Culture to align back-end HR infrastructure with NAPAWF’s culture, values, and organizational goals. This role supervises the Senior Manager and HR Generalist, and leads efforts to streamline operations, reinforce internal controls, and ensure consistent, equitable HR practices.
LOCATION
This is a remote position with the following preferred states: NY, IL, DC, FL, GA and up to 10% travel.
KEY RESPONSIBILITIES
HR Strategy & Compliance
- Oversee HR compliance across multi-state operations, including employment law, wage and hour laws, union-related policies, and recordkeeping requirements.
- Develop and manage internal controls and processes for personnel records, audit readiness, and federal/state reporting.
- Implement HR policies and procedures to ensure consistency and adherence to legal standards.
- Maintain HR handbooks and ensure alignment with evolving labor regulations and DEI principles.
HR Systems & Infrastructure
- Provide oversight of HRIS, benefits platforms, and related systems to ensure efficiency and data integrity.
- Collaborate with IT, Finance, and Operations to ensure HR systems are integrated with organizational processes.
- Lead HR data reporting and dashboard creation for internal planning and Board-level updates.
Compensation & Benefits Administration
- Administer compensation policies and support compensation benchmarking in collaboration with Finance and People & Culture teams.
- Monitor benefit program offerings and partner with brokers or vendors to resolve issues and ensure quality service to staff.
- Oversee leave management, payroll-related compliance, and employee eligibility tracking.
Team Leadership & Collaboration
- Supervise the Senior Manager and HR Generalist, setting priorities and providing ongoing coaching and performance feedback.
- Serve as a thought partner to the Director of People & Culture to ensure strategic alignment between internal systems and staff experience.
- Work cross-functionally with legal, finance, and leadership to troubleshoot employee relations or compliance concerns.
Training, Risk, and Special Projects
- Lead annual compliance trainings and documentation (e.g., anti-harassment, ethics, labor compliance).
- Manage risk mitigation efforts around HR policies, employment claims, and contract worker management.
- Support special HR projects such as internal audits, employee surveys, or policy revisions.

QUALIFICATIONS
Management & Leadership Qualifications
- Proven ability to drive strategic impact within mission-driven organizations.
- Strong emotional intelligence, with experience in relationship-building, conflict resolution, and fostering a supportive team culture.
- Demonstrated commitment to NAPAWF’s mission, values, and advocacy priorities.
- A track record of bold and courageous leadership, with a learning mindset and a willingness to challenge the status quo.
ADDITIONAL QUALIFICATIONS
- Bachelor’s degree required.
- Minimum 7–10 years of progressively responsible HR experience, including staff supervision and systems management.
- Expertise in HR operations, compliance, systems implementation, and policy development.
- Demonstrated experience managing multi-state or remote HR environments; union experience strongly preferred.
- Strong analytical and systems-thinking skills with an eye for process improvement.
- High emotional intelligence and ability to maintain confidentiality and exercise discretion.
- Proficiency with HRIS platforms, Microsoft Office, and cloud-based HR and compliance tools.
SALARY & BENEFITS
The annual salary range for this position is $125,000 - $145,000 - salary commensurate with experience.
