Our energetic, and collaborative Global Supply Change Management International Procurement team offers an excellent opportunity for a Subcontract Manager Procurement to join our dynamic growth-oriented environment supporting a broad portfolio of programs. You will foster relationships with international suppliers and subcontracts, recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for products and services.  You will engage in supplier performance, relationship management, strategic sourcing as well as facilitate complex business agreements in support of the various contracts. You will also manage the Export / Import requirements including managing contractual items (Incoterms, licenses, Currency Hedging, Marking, RGEMS Import Plans, etc.). This role will be on the Scandinavia & UK procurement team.

This position is currently designated as fully remote. However, the successful candidate will be required to work from one of the 50 U.S. states (excluding U.S. Territories).

What You Will Do:

  • Preparation and issuance of RFPs, RFIs, and managing proposal compliance including cost and pricing data analysis, managing agreements, and terms and conditions negotiations.
  • Perform Price Analysis techniques.  
  • Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms & Conditions)
  • Place subcontracts/purchase orders of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements
  • Nurture professional business relationships with first tier subcontractors. Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc.) to achieve objectives.
  • Develop plans to promote cost reduction initiatives and performance improvements (technical and quality) in support of flawless supplier execution for programs.

Qualifications You Must Have:

  • Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advance Degree in a related field and a minimum of 5 years’ experience.
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer:

  • Experience in compliance with Federal Acquisition Regulations (FAR/DFARS). Assess proposal compliance (FAR 15)
  • Price Analysis and Negotiations experience
  • Experience in Project planning and management (ex: MS Project)
  • Experience with the International Traffic in Arms Regulations (ITAR) and  International Export/Import Requirements (RGEMS, Licenses, Marking, etc)
  • Experience with technical requirements of procured hardware and services – including Statement of Work (SOW) review.
  • Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price etc.)
  • SAP based environment experience.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
