The Leaving Violence Program

The Leaving Violence Program (the Program) is an ongoing Australian Government program, to be delivered nationally from 1 July 2025 by Telstra Health. The Leaving Violence Program will support victim survivors who plan to leave or have left a violent intimate partner relationship by providing individualised financial support packages, as well as safety supports through risk assessments, safety planning and referral support.


Leaving Violence Program Principles

The Program is underpinned by four main principles:

  • Trauma-informed - Individuals receive a trauma-informed, person-centred service.
  • Culturally responsive - Individuals receive a culturally informed service, with a specific focus for Aboriginal and Torres Strait Islander peoples.
  • Accountable – Telstra Health is responsible and transparent to the Department of Social Services
  • Ethical – Telstra Health operates with honesty and integrity, is trusted and diligent.


The Program principles are designed to reflect and respond to each victim-survivors experience of intimate partner violence. Using these Principles, the Program will provide for a trauma-informed and victim-survivor centred service by empowering choice and autonomy. The Program is a key initiative under the National Plan to End Violence against Women and Children 2022-32, designed to complement other services available to victim-survivors that work towards ending gender-based violence.


What’s the opportunity?

The Financial Support Payment Processor role will be responsible for managing the finance payment processing for a financial support program designed to provide financial assistance to individuals leaving violent relationships. This role ensures the timely and accurate disbursement and management of commonwealth funds, compliance with financial regulations, and effective financial record-keeping. The program is funded by the Department of Social Services on behalf of the Commonwealth and requires adherence to government funding guidelines and reporting standards.


About the role

Key responsibilities include:

  • Process financial batch payments to eligible recipients in accordance with program guidelines, following procedures and fraud mitigation strategies.
  • Maintain accurate financial records, and documentation of all transactions.
  • Ensure compliance with Department funding requirements and financial policies.
  • Liaise with internal teams and external stakeholders, including government agencies and financial institutions, to facilitate smooth fund disbursement.
  • Monitoring program bank balance and expiring stored value card (SVC) balances, requesting top ups and remitting interest and unspent SVC.
  • Respond to financial inquiries from stakeholders.
  • Identify and escalate any discrepancies, fraud risks, or financial concerns.
  • Support continuous improvement initiatives in payment processing and financial administration


About you

Qualifications

  • A degree or diploma in accounting, finance, business administration, or a related field.
  • Certification in accounting or bookkeeping software (e.g., MYOB, Xero) is an advantage.


Experience

  • Experience in financial administration, payment processing, or accounts management.
  • Understanding of government-funded programs and financial compliance requirements.
  • High attention to detail and accuracy in financial transactions and record-keeping.
  • Strong organisational and time management skills.
  • Proficiency in financial management systems and Microsoft Office applications.
  • Ability to handle sensitive financial information with discretion and confidentiality
  • Knowledge of financial support programs or emergency relief funding mechanisms.
