Job Description

Reporting to the Director of Clinical Information Systems, this position hires, manages, coaches, and motivates staff to achieve positive outcomes and continuously add value to the Information Technology collaborative at UT Health San Antonio. This work entails managing projects, prioritizing work, providing feedback, managing performance, identifying and mitigating risks, and ensuring high quality service to internal and external stakeholders. This position also includes performing the job functions of a Clinical Information Systems Analyst. The Manager, Clinical Information Systems will continually assess and make improvements to systems and processes to increase efficiency while judiciously managing the resources of UT Health San Antonio. This role requires an individual who is a subject matter expert and is well versed in all software applications for which they are responsible. This position will supervise the daily activities of assigned personnel who support the use of Epic's applications and module which include orders, Bugsy and Beaker. Responsible for ensuring the integrity of the clinical information system and quality assurance.

Responsibilities

  • Defines, configures, and administers application controls; to include interacting and working closely with application development teams.
  • Works closely with and meets regularly with business units to understand the operational needs of the organization.
  • Works with leadership, key stakeholders, and their team to identify, document, and implement potential process and workflow improvements.
  • Assists project managers in identifying system capabilities and designing and executing project plans.
  • Collaborates with the human resources department to identify, interview, and hire employees. Has termination authority.
  • Determines staffing requirements and makes hiring, merit and promotion decisions for team members.
  • Designs and scopes complex projects and statements of work, including deliverables, timeline, milestones, and resource estimations.
  • Make decisions, set goals and oversee the success of the team.
  • Consults with departmental stakeholders to plan and coordinate Clinical Information System analysis, design, procedures, enhancements, and implementation projects.
  • Recommends and develops solutions focused on improving internal business understanding, ensuring that the design and integration of proposed systems, software and hardware solutions leads to the successful development and growth of the business through effective use of technology.
  • Manages and coordinates the overall operations of Clinical Information Systems technical project activities.
  • Seeks to understand untapped functionality and make end-users aware of future opportunities.
  • Assists with the development of metrics, both within the technology and institutional departments.
  • Identifies, proposes, and influences business solutions, negotiates deliverables and requirements across multiple departments or organizations.
  • Provides guidance, training, and leadership support to staff.
  • May manage vendor engagements for products and supplemental support agreements/consultants.
  • Coordinate as needed with other IT areas needed to support products.
  • Prepares activity and progress reports regarding the activities of the applications systems and programming section.
  • Evaluates employee performance and sets goals for employees and give feedback regularly on their performance.
  • Communicates department information to employees via one-on-on

  • Ability to work with clinical and business personnel at all levels employing a comprehensive understanding of operational principals.
  • Ability to lead, organize and manage multiple concurrent tasks related to Clinical Information Systems projects.
  • Competent to lead systems analysis teams at the highest technical level, while balancing the business implications of the application of technology to the current and future business environment.
  • Manages competing demands in a changing work environment; able to anticipate and work around delays or unexpected events.
  • Ability to learn new technologies and work with teams to provide input on improvements to existing systems.
  • Ability to collaborate and gain cooperation in team-oriented environment.

Education

Time Off - A generous leave program offers multiple paid leave options:

  • Front-loaded Paid Time Off: 128 to 208 hours (16 to 26 days) of Paid Time Off based on years of service, given at the start of each fiscal year. PTO may be prorated in year one based on date of hire.
  • Extended Illness Bank: 8 hours (1 day) accrued per month which can be used for illness or injury after one day of Paid Time Off is taken.
  • Paid Family Leave: Up to 240 hours (6 weeks) to care for a spouse, child, or parent after 6 months of consecutive employment.
  • Holidays: 12 set paid holidays each year.
