We are seeking a seasoned, Strategic Program Manager with a strong background in Department of Defense (DoD) program execution, business development, and technical leadership. This individual will be responsible for managing complex defense programs, engaging with Army and DoD stakeholders, and leading cross-functional teams to deliver high-impact results. The ideal candidate will have proven experience navigating the DoD acquisition lifecycle, leading capture efforts, and managing program execution to achieve technical, financial, and growth objectives. WHAT YOU WILL BE DOINGLead and manage large, complex DoD programs, ensuring delivery of all programmatic, technical, and financial objectives.Engage with Army and DoD customers to maintain strong relationships and alignment with mission goals and priorities.Develop and execute comprehensive program plans, including cost, schedule, risk, and performance management.Drive successful delivery in Agile software development environments, overseeing cross-functional teams including engineering, operations, and external partners.Apply expert-level knowledge of DoD acquisition processes, including Software Acquisition Pathway, Other Transaction Authorities (OTAs), IDIQ, FFP, CPFF, and CR contract types.Lead or support capture and proposal development activities, including opportunity shaping, RFP analysis, solution development, and teaming strategy.Maintain program health in Firm-Fixed Price and cost-reimbursement environments, proactively mitigating risk and driving strategic outcomes.Provide leadership in support of operational deployments and Army system-of-systems integration activities, including within C5ISR, tactical networks, cybersecurity, NetOps, and command-and-control (C2) environments.Use industry-standard program management frameworks (e.g., Shipley, PMI) to ensure consistent execution and accountability.Identify growth opportunities within programs, including scope expansion, re-compete positioning, and sole-source shaping.Collaborate with senior internal and government stakeholders, providing briefings, status reports, and long-term vision alignment.WHAT YOU HAVE DONEMinimum of 10 years of experience supporting federal government programs, with 5+ years in direct DoD or US Army program leadership roles.Proven experience leading successful DoD programs.Deep understanding of Army modernization efforts, particularly within C5ISR, Command and Control, and Intel systems.Demonstrated success managing programs with Army S&T organizations and/or Programs of Record (PoR).Experience working with and influencing senior Army stakeholders and acquisition personnel.Strong understanding of contracting structures, teaming agreements, NDAs, and subcontracts.Successfully managed complex DoD software programs involving internal teams, government customers, and third-party vendors.Demonstrated expertise in agile software development and integration, delivering programs within highly collaborative, stakeholder-driven environments.Exceptional written, verbal, and presentation communication skills.Proven ability to meet tight deadlines while managing multiple priorities in dynamic environments.Proficiency in Microsoft Office and/or G Suite tools.EVEN BETTERExperience with and knowledge of DoD Software Acquisition Pathway, Other Transaction Authority (OTA) and Commercial Solutions Opening. Experience supporting operational deployments and system-of-systems integration activities.Proven track record of exceeding customer expectations, resulting in expanded program scope, funding, and enduring customer relationships.Demonstrated ability to navigate complex stakeholder environments involving operational Army units, government program offices, and multiple subcontractors/vendors.Strong professional network across Army acquisition, technical, and user communities.PMP, DAWIA, or similar certification is a plus.#LI-MC1
