Job Overview

Health Innovation West of England is commissioned by the Office for Life Sciences (OLS) and NHS England to deliver programmes of support to accelerate the creation and adoption of health innovations, delivering improved outcomes for the population and generating economic growth, regionally and nationally with supporting companies/innovators to scale and create new jobs and investment.

The Innovation Discovery and Development function leads Health Innovation West of England’s engagement with health technology companies and their networks across all technology sectors (services, digital, medical technology, diagnostics and pharmaceutical) and local health and care system partners to identify their priorities and solve their problems.

The team works across our commissioned programmes to identify opportunities to build partnerships with the commercial sector and work within the NHS England and OLS Commission, along with our wider team, to provide advice on commercialisation, market access and real-world validation.

The team partners with wider Health Innovation West of England’s programme delivery functions to provide a focus on building partnerships between the NHS and commercial sector to accelerate the adoption and spread of solutions that improve the health and economy of our region.

Main duties of the job

  • Working as part of the delivery team within Health Innovation West of England, taking a leadership role for a portfolio of products/innovation needs areas.
  • Engaging with clinical and wider system colleagues to understand the needs and problems that may be addressed via innovation and service transformation.
  • Managing a portfolio of products and initiatives, including some with Senior Programme Manager or Deputy Director involvement.
  • Supporting the delivery of tailored packages of support to industry and innovators in line with the Health Innovation Network Universal, Enhanced and Distinctive offers to innovators.
  • Providing an interface between innovators and the health and care system to allow for knowledge exchange, feedback and advice that guides and develops innovation development.
  • Supporting links between innovators and a range of organisations to deliver the spread and adoption of innovation into practice, developing the innovation and research eco-system and innovation pipeline.

Health Innovation West of England is funded by NHS England and the Office of Life Sciences to support clinical colleagues and external innovators identify opportunities for the discovery, development and deployment of exciting new health and care solutions, that will support our drive to improve population health through reduced inequalities, across our geography.

We are seeking an experienced, enthusiastic and detail-orientated Programme Manager to support the management and delivery of engagement with our membership organisations to deliver needs identification, validation in real-world settings and the adoption and spread of proven innovations as described in the Office of Life Sciences and NHSE Commissions.

Qualifications

Essential criteria

  • Educated to Masters level or appropriate professional qualification or equivalent experience
  • Evidence of continuous professional development of self and others.

Desirable criteria

  • Postgraduate qualification in one or more of the following domains:
  • MBA
  • Project/ Programme Management
  • Health Services Management
  • Quality Improvement.
  • Change Management.

Experience

Essential criteria

  • Practical experience and evidence of supporting and facilitating innovation in healthcare service and/or service improvement processes in health and/or social care or within the healthtech industry including experience in positively influencing senior clinicians
  • Sound knowledge of the NHS, social care, current government policies and change / innovation programmes
  • Broad experience and evidence of working in partnership with NHS organisations at all levels and successfully engaging with multi-disciplinary and/or multi-agency teams to achieve successful outcomes.
  • Management and leadership experience in industry, health or social care, or wider life sciences/ education/ academic setting e.g. operational or commissioning experience at a senior level, and/or programme and project management experience.

Desirable criteria

  • Experience in providing support and advice to health and care innovators in terms of business support, validation, market access and adoption and spread.
  • Using coaching skills or delivering training.
  • Experience in working across organisational boundaries and of delivering projects across multi-disciplinary sites working with multiple stakeholders.

Knowledge

Essential criteria

  • Knowledge of the range of support and organisations available across the UK to support health and care innovators from diverse backgrounds including clinical and lived experienced entrepreneurs, university spinouts, SMEs and larger companies
  • Understanding of how to signpost innovators to appropriate expertise and organisations regarding procurement, regulatory and clinical safety requirements for medical devices and services.
  • Knowledge of, and experience in using, a range of change /improvement programmes & project models including the use of risks, issues, and project change control.

Desirable criteria

  • Knowledge and experience of patient safety, improvement and innovation, coaching, effectiveness/related field – e.g. research, audit, evidence-based practice, quality improvement
  • Knowledge and experience of implementing major changes to working methods and evaluating its effectiveness.
  • Knowledge of Project Management software e.g. Verto.

Specific Skills

Essential criteria

  • Excellent written and oral communication skills
  • Highly developed motivational, influencing and negotiating skills with proven experience of success at senior levels of organisations and across organisations including with clinicians and directors.
  • Excellent interpersonal skills and the ability to communicate effectively at all levels with a wide variety of stakeholders
  • Able to work as part of a team and able to lead and direct multi-skilled teams, providing subject matter expertise across functional boundaries
  • Experience in managing and supervising staff.

Desirable criteria

  • Experience of patient and carer involvement and/ or co-design.
  • Experience in developing and delivering training in a variety of formats.
  • Experience in planning and facilitating both small (<30) and large (>30) scale events.
