Occupational Safety & Health SME (REMOTE)

CTC is seeking an experienced Occupational Safety & Health Subject Matter Expert (SME) to support the Office of the Secretary of Defense for Personnel and Readiness. This position plays a critical role in advancing the Department of Defense’s (DoD) mission to ensure safe and healthy working environments for military and civilian personnel. The ideal candidate will possess deep expertise in occupational and environmental health, along with a strong understanding of safety policy development, risk management, and emerging health hazard analysis within large, complex organizations. The SME will contribute to the continuous improvement of DOD Recognition Programs outside the scope of this position. The successful candidate will be committed to strengthening occupational safety programs and aligning them with best practices, regulatory standards, and evolving mission requirements.


Key Responsibilities:

  • Support the Office of the Secretary of Defense, Personnel and Readiness, Safety and Occupational Health
  • Conduct analysis of occupational/environmental health and safety policy and performance
  • Prepare responses to congressional and media inquiries, preparation of congressional testimony, responses to DoD Inspector General and Government Accountability Office findings in areas of occupational health, environmental health, radiation safety, laser system safety, hearing conservation, hazard communication, occupational safety
  • Prepare DoD issuances (e.g., Directives, Instructions, Manuals, Memoranda) with technical input in areas of occupational health, environmental health, radiation safety, laser system safety, hearing conservation, hazard communication, occupational safety
  • Develop concepts to improve occupational/environmental health and safety capabilities
  • Provide technical analysis of Safety and Occupational/Environmental Health risks, risk management options, and the appropriate DoD policy for DoD Safety and Occupational/Environmental Health risk management activities.
  • Provide DoD subject matter expertise for technical input to policy including emerging hazard exposures and resulting disease and health effects.
  • Provide Safety and Occupational/Environmental Health program assessment approaches and the technical content of Safety and Occupational/Environmental Health program assessment reports.
  • Provide Safety and Occupational/Environmental subject matter expertise for DoD development of related information management capability
  • Provide technical analysis and support for the oversight of Safety and Occupational Health Management Systems and execution of related DoD Recognition Programs.
  • Support the development of standardized DoD Safety and Occupational Health professional competencies and training requirements.


Basic Qualifications:

  • Minimum bachelor's degree in occupational health, environmental health, public health, industrial hygiene, environmental engineering, or related field.
  • Minimum 12 years' experience in bioenvironmental engineering, environmental science and engineering, occupational and environmental health, or industrial hygiene.
  • Experience working with Federal regulatory agencies (e.g., EPA, OSHA, FDA) and knowledge of Federal regulations that pertain to occupational safety and health.
  • Experience working with and developing strategic level occupational health, environmental health, industrial hygiene policies and procedures.
  • Experience facilitating and participating in strategic level technical meetings and gatherings with Federal agency partners, Federal regulatory agencies, technical subject matter experts in occupational health, environmental health, radiation safety, laser system safety, hearing conservation, hazard communication, occupational safety.
  • Working understanding of Office of Secretary of Defense roles.


Preferred Qualifications:

  • Master's degree or PhD preferred
  • Additional relevant diverse experience in safety and occupational health
  • DOD leadership experience as an officer at O6 or GS-15 level
  • AIHA Certified Industrial Hygienist or BCSP Certified Safety Professional
