Public Sector Consulting Manager – State & Local Government

Position Overview
We’re looking for a Consulting Manager who can confidently manage their workstreams while being an integrated part of a collaborative team. In this role, you’ll advise clients through their large-scale ERP initiatives by coordinating testing activities, reviewing deliverables, supporting stakeholder engagement, and ensuring project tasks stay on track.
You’ll work alongside senior leaders and have regular access to guidance and collaboration, but you’ll also be expected to bring strong judgment, initiative, and follow-through. This role is ideal for someone who can navigate complexity, ask the right questions, and keep momentum without needing close oversight.
 
Responsibilities
As a key member of ISG’s public sector advisory team, you’ll contribute across the full lifecycle of ERP transformation projects:

Client-Side Project Support 

  • Coordinate internal project tasks and track key deadlines across multiple client workstreams.
  • Support readiness activities including stakeholder engagement, training planning, and communications.
  • Liaise between client teams and vendors to keep deliverables aligned with expectations.

Testing & Quality Oversight

  • Support UAT and testing cycles, including script development, execution coordination, and defect tracking.
  • Facilitate working sessions to validate results and ensure traceability to business needs.
  • Help ensure all testing follows documented protocols and leads to actionable outcomes.

Deliverable & Work Product Review 

  • Review internal and vendor-produced artifacts for clarity, completeness, and alignment with project goals.
  • Provide structured, constructive feedback and elevate risks or gaps as needed.

Solicitation & Procurement Support 

  • Assist in drafting RFPs/RFIs, evaluation criteria, and procurement documentation.
  • Support evaluation and selection activities with scoring support, facilitation, and documentation.

Implementation Readiness & Oversight 

  • Monitor implementation progress from the client perspective using an IV&V-style approach.
  • Track milestones, identify risks, and contribute to structured reporting on performance and readiness.

Reporting & Communication 

  • Maintain timely updates on your assigned workstreams.
  • Contribute to weekly status reports, executive summaries, and issue/risk logs.
Required Skillsets
  • This is a remote role based in the US with potential travel: Up to 10% initially, possibly increasing to 50%+ based on client and project needs
  • 5+ years of experience in public sector operations, consulting, ERP implementation, or large-scale IT project environments.
  • Experience working directly with government agencies and familiarity with state/local policies, structures, and procurement processes.
  • Understanding of ERP platforms (e.g., Oracle, Workday, SAP, CGI, Infor) and their role in financial, HR, payroll, or procurement operations.
  • Hands-on experience coordinating testing, UAT, or QA processes within structured projects.
  • Excellent written and verbal communication skills, such as the ability to synthesize complex topics, engage stakeholders, and drive alignment.
  • Strong initiative, problem-solving skills, and the ability to manage day-to-day tasks with limited oversight.
  • Experience working in team-based, matrixed environments with internal and external stakeholders.
 
Education
  • Bachelor’s or Master’s degree in Public Administration, Political Science, Business, or a related field
  • MBA or another advanced degree (s) desirable
  • Certification in Project Management (PMP) or Lean Six Sigma desirable
