This position is responsible for supporting the development of the strategy and capabilities roadmap for key Horizon Enterprise User platforms including PEGA products (Knowledge Management, Consumer Data Hub, NCompass, etc.) and the Chat Platform (for Commercial and Government Programs) to ensure Horizon delivers a market-competitive product to its customers and business partners. Conducts assessments of business needs and implements recommendations. Evaluates business needs and supports the development and implementation of recommendations through partnerships with IT, Commercial and GP.

Job Responsibilities:

  • Supports the Product and Service owner for all key Commercial and GP enterprise user platforms at Horizon including but not limited to: PEGA Knowledge Management, PEGA Consumer Data Hub, PEGA NCompass, Chat Platform, UCSW History Archive and Enterprise Operations alternative channels.

  • Supports the development of the strategic business capability roadmap, which aligns to the business objectives (e.g. destination statements and AIP goals).

  • Present to internal stakeholders and senior leadership for buy in and approval. 

  • Evaluates NCompass open requests (enhancements/fixes) in the Production Support inventory.

  • Propose requests that should be implemented and continuously prioritizes the requests for Optimize Horizon, CCB and Divisional Funding through collaboration with the Business.

  • Develops business cases to support the prioritization of each enhancement/fix request. Assesses new NCompass capabilities and conducts analysis to support the business case.

  • Present business cases to internal stakeholders for funding.  

  • Performs end user observational assessments to identify behavioral, technical, and process challenges that are impacting the effectiveness and efficiencies of the products accountable by the Business Capability Product Management Organization. Shares assessment results, recommendations and key learnings with Operations leadership. 

  • Participates in triage sessions, gathers requirements and conducts User Acceptance Testing (UAT), where needed, for projects, implementations, system fixes and enhancements that were proposed by the Business Capability Product Management Organization. (specific to the items the org identified for OH, etc) 

  • Maintain Business Capability Product Management organizational artifacts such as inventory lists, business cases, and summary decks.  

  • Perform other relevant tasks as assigned by management

Education/Experience:

  • High School Diploma/GED required.
  • Bachelor degree preferred or relevant experience in lieu of degree.
  • Minimum of seven (7) years' experience in an operational role, or analytical role
  • Minimum of one (1) year of NCompass or PEGA Customer Service experience
  • PEGA Product Suite experience preferred

Knowledge:

  • Strong business acumen on Call Center and Correspondence processes, including how these areas service our members and providers
  • Demonstrate strategic, analytical, problem solving and critical thinking
  • Demonstrated track record of cross functional collaboration
  • Ability to present business recommendations and clearly articulate complex ideas at all levels across the organization (e.g. from junior team members up to senior executive level).

Skills and Abilities:

Horizon BCBSNJ employees must live in New Jersey, New York, Pennsylvania, Connecticut or Delaware

Salary Range:

$86,000 - $117,390

​This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity.  This range has been created in good faith based on information known to Horizon at the time of posting.  Compensation decisions are dependent on the circumstances of each case.
