Job description

The Project Control Manager manages, integrates, coordinates, and reviews the work of the Project Controls activity in order to ensure program controls within Costpoint/Deltek are maintained and accurate. The Project Controls Manager is responsible for working within all stages of the federal contract’s life cycle from pre-award to close-out. The primary role is to work closely with LLC project managers, LLC project controls analysts, and the entire corporate FP&A and accounting teams to ensure that all budgeting, reporting, and financial transaction processes run smoothly. Additionally, the Project Controls Manager monitors the progress of multiple assigned projects to ensure that they are working within the confines of set deadlines, contract requirements, and budget limitations.

Sample of Job Duties:
  • Review contract proposals to gain an understanding of profitability, use of subcontractors, other unique circumstances related to the project, and the work breakdown structure in terms of billing requirements, so the project setup is anticipated upon award.
  • Review contracts and contract modifications, finance, and billing requirements.
  • Set up projects in Costpoint per contract specifications (including revenue and billing requirements)
  • Work with LLC Project Managers and Project Controls Analysts to determine their tracking requirements for projects.
  • Review project budgets as entered by LLC Project Controls Analysts and provide input as requested.
  • Review and approve billing activity and ensure compliance with contract requirements.
  • Review monthly accrued cost adjustments submitted by LLC Project Controls Analysts.
  • Review monthly revenue adjustments submitted by LLC Project Controls Analysts.
  • Review monthly WIP/job schedules submitted by LLC Project Controls Analysts.
  • Perform monthly revenue recognition reviews.
  • Perform monthly unbilled receivable reconciliations.
  • Prepare the financial portions of final invoices during contract close-out.
  • Alert management when actual rates are not in line with provisional rates.
  • Review ICE reports at year-end and correct any problems before closing.
  • Review PSRs and notify management of any non-performing contracts.
  • Provide ongoing collaboration, communication, and financial reporting support to all members of the project controls team, including Project Managers, Project Controls Analysts, Budgeting & Reporting staff, Treasury staff, and Accounting staff.
  • Communicate with Defense Contract Audit Agency (DCAA) regarding contract finance issues, as needed.
  • Perform any other related duties as required by the VP, Financial Planning & Analysis, or Chief Financial Officer
  • Provide operational project reports as needed for internal department use.
  • Provide ad-hoc project-level financial analysis as needed.
  • Provide contract-specific financial reports per customer specifications.
  • Assist with contract reporting deliverables as needed.
  • Provide a monthly risk register outlining known contract variables.


Education

  • Bachelor’s degree in finance or related field

Experience

  • Six (6) years of relevant experience in government contract finance and reporting processes
  • Accounting or financial analysis
  • Experience in Government Contract/Construction accounting is preferred

License, Cert or Registration

  • CPA/MBA/CTP/FP&A preferred
