Statement of Work: Peru Partner Organization 2025-2026

Project Background 
The Governance Action Hub at R4D seeks to explore what is possible by connecting people, organizations and networks, focusing on targeted action that complements or strengthens existing efforts.

The Governance Action Hub understands governance as the ecosystem needed to achieve common, desirable, societal goals, necessitating a reconsideration of our strategies. This rethinking requires the agency of local stakeholders and engages them in the solutions of challenges they face. We plan to do this through strengthening collective action strategies, elevating and supporting local stakeholder ideas, promoting cross-learning, and facilitating the coordination of local and global action. These will occur at the country and global levels.
 
At the country level, the Governance Action Hub fosters coordination with national or international partners to support radical collaboration, elevate voices, and support problem-solving by testing solutions proposed by local stakeholders. At the global level, the Action Hub aims to progressively build a global community that promotes exchange and cross-learning between and among local and global level actors, leveraging new voices and connecting actors with different perspectives and experiences.
 
The Governance Action Hub’s goal in Peru is to show the potential of region-led and region-based models of collaborative governance to pursue local development, by strengthening agency, trust and ownership of the process, of a diverse set of people and the organizations they represent. This regional effort can then be connected for cross-learning and collaboration between regional stakeholders, regardless of whether they are coming from civil society, private sector, local governments, or others. Note: Regional in this context refers to regions within Peru.
We aim at opening opportunities for a diverse set of perspectives on shared challenges to generate solutions and provide feedback on ideas emerging from the collective. We facilitate the testing of ideas and/or connect them to partners and donors that are able and willing to support local stakeholders in their implementation. The Governance Action Hub currently works in Moquegua, where the first community of learning, CONVERGE Moquegua, has been established by local stakeholders. In May 2025, we started working in the Cajamarca region. We expect to start working in two more regions in early 2026.
The Governance Action Hub is looking to identify like-minded partner organizations in Peru interested in a joint exploration of new ways to engage different, local stakeholders in the pursuit and implementation of local development processes at the regional level. We invite eligible organizations to respond to the Request for Information (RFI) detailed below.
 

Process
After reviewing all submissions, we will invite three organizations to submit full proposals for an initial collaboration starting in 2025 and continuing into early 2026. Funding for this initial period has already been secured. One organization will be selected for this opportunity. However, we will retain proposals from the other two finalists and continue conversations about future opportunities as they arise.
 
Eligibility
We are seeking a strategic partner - not an implementation agency - with whom to co-create, co-implement, and jointly pursue opportunities to advance collaborative governance at the subnational level in Peru. This partnership may extend beyond our current areas of work, exploring new possibilities to support inclusive, locally driven development.
 
Eligible organizations may include:
·       Non-profits or for-profits
·       Universities, research centers, or think tanks
·       Consulting firms, private companies, or international NGOs operating in Peru
·       Relevant government offices
 
We are looking for a partner organization that meets the following criteria:
·       A core team with at least five years of experience in governance, development entrepreneurship, collective action, or multi-stakeholder engagement
·       A strong track record of collaboration with national and international donors or partners, including demonstrated ability to mobilize financial and technical resources to pursue its goals
·       Solid financial standing and proven experience managing grants and contracts, regardless of their size
·       Experience with local development processes in Peru, particularly (but not exclusively) in mining regions

4.       Approach to the Opportunity
Please describe how you would approach the challenge of exploring a regional model to enable people and organizations to be more meaningfully engaged in local/territorial development.

·      How would your organization approach multistakeholder engagement differently? What is unique about your approach?

·      If you have led or supported such efforts before, what would you do differently if you started again?
