The Proposal Development Specialist III develops comprehensive and compelling responses to Requests for Information (RFI)/Requests for Proposals (RFPs) with a concentration on large account opportunities. Proposal responses will effectively position, differentiate, and promote Premera’s diverse range of products and services. Responsibilities include all aspects of the proposal delivery from planning, data collection involving cross function collaboration, writing, and delivery. Additionally, the incumbent works with the Manager of Proposal Development to coordinate RFP/RFI proposal creation and process and planning functions within Sales and Marketing; and to ensure alignment of those activities with goals/plans for Mid-Market, Large and National Accounts across all regions.

What you will do:

  • Independently plan, write and manage multiple RFP/RFI requests simultaneously under tight timelines, compiling and organizing information from various functional areas to write compelling, comprehensive, and persuasive responses to the requests which speak directly to prospect needs and preferences, proposals consider all written aspects of the response including content, style, consistency, tone, appearance and accuracy.
  • Ensure accurate and appropriate responses by working collaboratively with leadership and representatives from multiple functional areas, facilitate cross-functional, cross-regional teams to identify key strategic issues, create solutions and implement actions regarding strategic RFPs/RFIs.
  • Work as part of creative team to execute concepts through final product such as final proposal or finalist presentation. Work with Marketing Leadership, General Managers and Executive Management Leadership (EMLT) members to identify key business issues related to requests for information and proposals from employers and brokers.
  • Lead RFP efforts to help win new business and retain existing strategic accounts for Premera and its affiliates.
  • Serve as a Subject Matter Expert (SME) for the Proposal Development Team on key strategic business units within the company (i.e. products, Operations Health Care Delivery Systems, financial guarantees), stays abreast of program, technical, product and service developments as they occur and share information with other team members.
  • Share responsibility as a member of the team for ensuring response data housed in the team database is appropriate, up to date and relevant per each line of business (LOB).
  • Consult on, manage, and execute special projects for sales executives that directly relate to sales goals.
  • Perform other duties as assigned.

What you will bring:

  • A Bachelor’s Degree in Business, Journalism, Marketing, Communications, or English or four (4) years’ professional experience in one of the above areas (Required).
  • Five (5) years of professional writing experience for marketing, public relations or business communications (Required) to include:
    • Five (5) years of experience in writing responses to RFP/RFI requests or professional business writing.
  • A Masters degree
  • Five (5) years of experience in healthcare, preferably in health insurance.

The pay for this role will vary based on a range of factors including, but not limited to, a candidate’s geographic location, market conditions, and specific skills and experience.

The salary range for this role is posted below; we generally target up to and around the midpoint of the range.

National Salary Range:

$78,000.00 - $111,200.00

National Plus Salary Range:

$78,000.00 - $126,800.00

*National Plus salary range is used in higher cost of labor markets including Western Washington and Alaska.
