Summary:
Highland Electric Fleets is seeking a detail-oriented Titling and Registration Manager to oversee all activities related to vehicle titling and registration for our growing electric fleet. This role is crucial in ensuring compliance with state and federal regulations, maintaining accurate records, and facilitating seamless registration processes to support our mission of making electric fleets accessible and affordable for all communities.

Key Responsibilities:

Electric Vehicle Titling and Registration:
  • Manage the end-to-end process for titling and registering electric school buses across multiple states, adapting to the unique requirements of EV fleets.
  • Ensure compliance with all applicable local, state, and federal regulations, particularly those pertaining to electric vehicles and V2G programs.
  • Verify documentation for accuracy and completeness before submission, with a focus on EV-specific requirements.

  • Compliance and Recordkeeping:
  • Maintain meticulous records of all titles, registrations, and related documents for our electric fleet.
  • Monitor regulatory changes affecting EV titling and registration, updating internal processes to stay ahead of industry developments
  • Conduct periodic audits to ensure compliance with internal and external requirements, including those specific to electric school buses.

  • Fleet Operations Support:
  • Collaborate with the fleet operations team to ensure timely registration of new and existing electric vehicles, supporting our rapid growth and deployment.
  • Address registration-related issues promptly to avoid delays in fleet availability and maintain our commitment to customer satisfaction.

  • Stakeholder Coordination:
  • Work closely with DMVs, title agencies, and other third-party vendors to process registrations efficiently, educating them on EV-specific needs when necessary.
  • Liaise with internal teams, including procurement, finance, and legal, to address documentation needs and support our innovative business model.
  • Coordinate with financiers, customers, and insurers to ensure necessary documentation is obtained for titling. 

  • Team Leadership and Development
  • Supervise and train staff responsible for titling and registration activities, fostering a culture of innovation and continuous improvement.
  • Establish clear goals, monitor performance, and contribute to our mission-driven, customer-centric culture.

  • Qualifications: Education and Experience
  • Bachelor’s degree in business administration, Automotive Management, or a related field (preferred).
  • 5+ years of experience in vehicle titling, registration, or fleet operations, with at least 2 years in a leadership role. Experience with electric vehicles is a plus.

  • Qualifications: Skills and Competencies:
  • Strong knowledge of state and federal vehicle registration and titling requirements, with a willingness to become an expert in EV-specific regulations.
  • Knowledge of vehicle financing structures and requirements.
  • Proficiency in fleet management or titling software, with the ability to adapt to new technologies.
  • Effective communication and problem-solving abilities, crucial for educating stakeholders on EV fleet needs.
  • Ability to manage multiple priorities in a fast-paced, innovative environment.
  • Strong people and collaboration skills with ability to effectively communicate, develop and implement timely, compliant solutions.

  • Qualifications: Certifications:
  • Relevant certifications (e.g., Certified Automotive Fleet Manager [CAFM]) are a plus.
  • Willingness to pursue additional certifications related to electric vehicle fleet management.

  • Key Performance Indicators
  • Accuracy rate of registration and titling documentation for electric school buses.
  • Average turnaround time for vehicle registration, supporting our rapid deployment goals.
  • Compliance audit scores, ensuring adherence to EV-specific regulations.
  • Stakeholder satisfaction with titling and registration services, contributing to our customer-centric approach.
