Job Overview

The NC Department of Health and Human Services (DHHS) is actively seeking a highly skilled IT Project Manager-Expert for a short-term contract position. This role is pivotal in steering the implementation of a variety of web-based and/or low-code applications, developed by either external vendors or internal teams. The ideal candidate will possess the agility to adapt their working methods to align with the methodologies prescribed by the State and DHHS.

Key Responsibilities

  • Lead the development and approval of business cases for new projects by conducting thorough stakeholder and market analyses, as well as cost/benefit assessments.
  • Manage the execution of medium to large-scale projects categorized by moderate to high complexity and risk.
  • Oversee the interdependencies of IT projects that span multiple divisions and external entities.
  • Collaborate closely with senior executives, IT teams, business programs, and external stakeholders to analyze project requirements and manage expectations effectively.
  • Develop and implement comprehensive communication plans for all project stakeholders.
  • Act as a scrum master for internal agile development initiatives.
  • Directly oversee the project team(s) and all vendor activities associated with the project while reporting to senior portfolio and executive management.
  • Work collaboratively with development teams to monitor project milestones, identify potential risks, and propose resolutions for schedule-related issues.
  • Assist the Contract Administrator in vendor management, ensuring efficient review and approval of deliverables to support invoice validation activities.
  • Construct all project management artifacts in alignment with PMI's PMBOK, the NC DHHS project methodology, and the State of NC project guidelines, including detailed budget tracking and regular status reports.
  • Manage daily project activities to assure deliverable quality, monitor risks, costs, and schedules, and track expenses against the allocated budget.
  • Input all relevant information into the State project portfolio management tool and online project notebooks.
  • Cultivate and maintain internal and external relationships across various stakeholders to guarantee seamless project delivery.
  • Support the procurement process by drafting documents such as Requests for Proposals and Statements of Work, while performing administrative tasks during evaluations and negotiations.

Required Skills

  • In-depth knowledge of project management methodologies including waterfall, agile, and hybrid approaches.
  • Exceptional verbal and written communication abilities.
  • Strong capacity for independent and proactive work.
  • Keen attention to detail.
  • Experience in vendor management and understanding procurement processes.
  • Proficiency with project management tools such as Microsoft Project Server and SharePoint.
  • Ability to effectively manage project risks, costs, and schedules.
