Talent Management Service Lead Washington DC Metro Area (Preferred) / Remote
We are seeking an experienced Talent Management (TM) leader to support the Defense Healthcare Management Systems (DHMS) in driving workforce transformation and managing Talent Management operations. This role focuses on managing day-to-day function operations in addition to leading strategic initiatives, including workforce planning, supervisory enablement, HR operations, optimizing employee journeys, and developing guiding principles for Talent Management.
The role will oversee daily operations of the Prime Contractor Talent Management contract workforce, managing task prioritization, resource utilization, and compliance with federal Talent Management practices. The Talent Management Service Lead will directly and strategically partner with the TM government lead to define and achieve their ambition for the function to ensure excellence in Talent Management to all of DHMS. As the primary liaison between DHMS and the Prime Contractor for Talent Management, the role will foster effective communication and ensure seamless collaboration.
The ideal candidate has 5-10+ years of experience in Talent Management or HR leadership, preferably within government or consulting environments, with expertise in strategic project management and workforce planning. Strong communication, leadership, and problem-solving skills are essential. U.S. citizenship and the ability to obtain CAC clearance are required. This role is critical to advancing DHMS's Talent Management goals.
JOB RESPONSIBILITIES:
Lead execution of strategic transformation initiatives for the Talent Management function
Plan and monitor strategic OKRs to advance Talent Management maturity in response to enterprise needs
Apply best practices in change management to collaborate effectively with stakeholders within Talent Management and across DHMS, ensuring initiative success and measurable value delivery
Leverage Prime Contractor expertise in Talent Management to design and implement high-impact solutions tailored to DHMS needs
Monitor progress and adjust execution plans to address evolving needs or challenges
Establishing a strategic workforce planning service to align workforce capabilities with organizational needs
Developing tools and processes to enable supervisors to effectively perform supervisory responsibilities
Crafting and disseminating guiding principles for talent management across DHMS
Mapping and optimizing critical employee journeys to enhance employee experience and organizational outcomes
Driving work to create comprehensive charters for all DHMS roles to clarify expectations and responsibilities
Manage day-to-day Talent Management operations performed by the Prime Contractor contract workforce
Maintain a unified backlog and project workplans for contract workforce, ensuring alignment with priorities, accurate tracking of progress, and proactive management of dependencies
Collect and report metrics to monitor performance of core TM services
Support regular briefings and reportings on projects and processes within TM
Maintain visibility of contract workforce tasking and utilization to ensure resource efficiency
Support the Talent Management function in receiving, evaluating, and prioritizing new requests from DHMS stakeholders
Provide data-driven input to prioritize work and support capacity allocation decisions, partnering closely with the Chief Talent Management Officer
Leverage expertise in federal Talent Management practices to ensure compliance and alignment with both current and future needs
Serve as the primary liaison between DHMS and Prime Contractor, facilitating seamless communication, information sharing, and issue resolution
Act as the primary point of contact for Talent Management-related questions from the Prime Contractor team
Perform special projects and/or other duties as assigned or required
BASIC JOB REQUIREMENTS:
5-10+ years of experience leading teams in Talent Management or Human Resources functions, including designing and executing strategic initiatives to achieve measurable results
Prior experience in DHA, DoD, or government Talent Management highly preferred
Familiarity and experience with AcqDemo highly preferred
Experience in consulting, organizational transformation, or process improvement preferred
Bachelor's degree required; advanced degree in a related field (e.g., HR, Organizational Development, Public Administration) preferred
Proficiency in core productivity tools, including PowerPoint, Excel, and Microsoft Teams; PowerBI experience preferred
U.S. citizenship required, with the ability to obtain Common Access Card (CAC) clearance

Government Talent Management Expertise (preferred):
Strong understanding of government policies, processes, and frameworks related to Talent Management, personnel administration, and workforce planning
Familiarity with federal and DOD workforce systems and regulations, such as OPM guidelines, AcqDemo, pay scales, performance appraisals, and supervisory responsibilities
