The opportunity 

Heart & Stroke offers hybrid work. This role works predominantly remotely from an off-site home office within Quebec. Candidates must be located in Quebec. 

The Bilingual Human Resources Manager is responsible for providing HR expertise, partnership, and support to an assigned client group, working with the Director, Human Resources, and Human Resources team to provide professional, strategic and effective support to enable the organization to attract, manage, develop and retain employees, and providing leadership on legislative obligations in the province of Quebec.  

This position is accountable for: 

  • Providing a wide range of Human Resources expertise, solutions and consulting services to support employees, business and people leaders in the achievement of their goals with special expertise and focus on Quebec practices and legislative requirements 

  • Supporting the development, planning and execution of various programs and initiatives in relation to recruitment, retention, performance management, compensation, employee engagement, HR policy & procedures and health & safety 

  • Providing professional guidance and advice to the leadership team and the client group on HR issues ensuring Human Resources activities and policies are aligned with the policies of the organization and legislative environment across Canada 

How you will make an impact every day 

Provide subject matter expertise in the employee journey from recruitment, hiring, employee engagement, career development/management, performance management, off-boarding:

  • Be an employee champion to ensure their perspective and needs are considered 

  • Collaborate with team members (Learning and Development, Compensation, Communications) on new approaches, programs, policies and procedures to continually improve HR practices 

  • Provide consultative and supportive services to managers and employees with respect to issues impacting employees such as incident investigations, progressive discipline, and performance issues 

  • Provide advice and guidance on roles, position development and management, job descriptions, 

  • Document and maintain data on HR programs (e.g. recruitment reports, exit interviews)  

  • Take an active role in HR projects, demonstrating leadership capabilities and continuous improvement and growth of the HR function. Examples of projects; Recruitment process improvement, Policy review and development, Risk management, Long-term disability management, Job evaluation 

Partner with senior leaders (ET, SLR) providing guidance and support on various HR matters including employee relations, engagement, performance management, compensation and total rewards, organizational structure, workforce planning, role definition, etc.:

  • Build strong, trusting relationships and partners with the business leaders at the senior management, manager and supervisor levels to understand the business and deliver appropriate, timely and high-quality HR solutions 

  • Partner with assigned client group to provide advice, coaching and communication in all areas of Human Resources, leveraging knowledge of HR and business practices to influence best outcomes for the organization 

  • Collaborate with the leaders to align HR strategies with business and organization goals. 

  • Provide advice and guidance to proactively resolve employee issues, performance issues, and ensure our processes and actions will stand up to scrutiny of legal obligations 

  • Proactively work with data available to understand, identify, analyze patterns for attention or action and counsel leaders on approaches and solutions. 

Recruitment and resourcing:

  • Deliver full recruitment services including job description review/creation, postings, sourcing, testing, interviewing, and employee offers through to on-boarding 

  • Appy an Equity, diversity and inclusion lens to the recruitment/onboarding process 

  • Provide pro-active and responsive solutions to departmental hiring needs 

  • Work closely with managers to support them in the development/revision of job descriptions   

  • Provide an exceptional candidate experience and recommend recruitment process improvements as required. 

  • Conduct or support timely, professional and thorough interviews and reference checks to confirm alignment with our values, competency and technical skill of candidates 

  • Facilitate decision process to conclusion, providing advice and guidance to hiring managers in their decision and ensure a fair, objective and equitable decision process 

  • Update recruitment reports 

Employee Relations:

  • Provide advice and counsel on a range of employee relations issues including  

  • Coach managers on performance improvement discussions and performance improvement plans.  Facilitate discussions between manager and employee in helping to resolve issues 

  • Ensure compliance with Heart & Stroke policies, culture and values, and employment regulations for each province in each and every employee relations situation. 

  • Plan and facilitate all terminations to ensure Foundation standards and best practices followed 

Performance and Compensation Management: 

  • Support the annual performance appraisal & compensation program roll out  

  • Work with leaders to help identify and assess HR issues that may be affecting the business and the performance of the team 

  • Identify patterns for attention or action and counsel leaders on approaches and solutions. 

  • Provide guidance and recommended solutions on a wide array of performance effectiveness issues including, role clarity, structure, performance management, management skills gaps analysis and development plans, talent development, succession planning and team building. 

Disability Management: 

  • Proactively work with managers and employees providing counsel on absence management cases, including short-term disability and long-term disability 

  • Liaise with manager, employee, payroll and insurance provider to coordinate documentation follow-up and ensure compliance with Heart & Stroke standards and policies 

  • Facilitate and support effective return to work phase; coordinate with manager to facilitate any accommodation requirements 

Employee Data Administration/HR Policies & Procedures: 

  • Ensure high general understanding and compliance with H&S HR policies and practices, including subject matter expertise for Quebec practices and legislative requirements 

  • Educate and ensure managers know their accountabilities and obligations in relation to employee management and employee data administration information: absence records, vacation, title, etc. 

  • Assist in special projects supporting National and local Quebec initiatives as required.   

Who we need 

Education

  • Post-secondary diploma or degree in Human Resources 

  • CRHA designation would be an asset 

Experience 

  • The ideal candidate will have 5 years of progressive experience in human resources, with a combination of employee relations and talent acquisition skills 

Skills

  • Must be fluently bilingual in English and French 

  • Understanding of HR as a strategic partner that supports business goals and culture 

  • Proven critical thinking and ability to assess risk and create plans to mitigate  

  • Collaborative HR professional who cultivates trust 

  • Experience supporting multiple provinces preferred  

  • Discretion, confidentiality and sound judgment 

  • Flexibility and ability to work with a wide range of people in building effective relationships 

  • Strong proficiency in core Microsoft Office suite of products, MS Teams, HRIS and applicant tracking systems (JazzHR would be an asset) 

  • Knowledge or experience working in multi-level/matrix reporting organization   

  • Highly organized and able to multitask while maintaining high attention to accuracy, detail and quality 

  • Excellent written and verbal communication skills in both languages and experience developing collaborative relationships virtually
