None/Not RequiredCollins Aerospace is hiring an International Program Manager (individual contributor) to join our Offsets and Industrialization team! We are expanding our international market opportunities to support our business and financial goals by focusing on partnerships with international offset authorities and customers. This involves developing local industrial capabilities in line with sovereign industrial policies and expectations. Key aspects of this strategy include:
Development & establishment of local supply chains
Establishment of military/commercial industry partnerships
Utilization of national military industry talent
Transfer of technology, Intellectual Property, tools, and processes to the global industry
These initiatives are crucial for enhancing collaboration and ensuring that Collins Aerospace meets the specific needs and expectations of its international partners, contributing to the overall growth and success of the company in the global Defense and Aerospace environment.
In this role, you will be responsible for executing Collins/Aerospace global industrialization strategy and aligning it with our contemporary global supply chain strategy, relevant Strategic Business Unit / product strategies, roadmaps, and country specific industrialization strategies. The mission objective is to develop, capture, and execute key strategic offset and localization programs which improve top and bottom-line growth for the business by enabling future contract awards and improving the return on the associated investment.
In this role, you will be aligning with a cross-functional team responsible for several strategic projects. These projects are coordinated across various Strategic Business Units (SBUs) and involve collaboration with Operations and Supply Chain, Requirements & Capabilities, Contracts, Global Trade, and Finance teams.
Our highly talented team is located across the world embedded within our strategic business locations throughout the US, Europe, Asia Pacific & the Middle East North Africa (MENA).
This role can be worked remotely in the U.S.
What You Will Do:
Lead the Offset Accelerator initiative, shaping its vision, execution, and evolution to drive industrialization outcomes across global markets:
Define and refine the strategic roadmap for the initiative, aligning with corporate and regional objectives
Identify high-impact opportunities for industrial participation and collaboration with international partners
Engage cross-functional teams to drive implementation, track performance, and ensure alignment with business goals
Champion innovation and continuous improvement to increase program scalability and effectiveness
Manage the coordination and development of industrialization concepts and proposals, support the negotiation of industrialization agreements, establish strategic industrial partnerships, and coordinate related global supply chain arrangements.
Execute all phases of the global industrialization program lifecycle to support supply chain, product, and country industrialization strategies in Collins Aerospace markets, including but not limited to:
Project Concept Development
Proposal Development
Contract Negotiation and Award
Program Execution
Collaborate with relevant functions, landed companies / program teams, and existing commercial consortiums to identify, develop and mature industrial partnerships that support execution of global industrialization initiatives.
Support landed companies and capture/program teams in developing relationships with local customers and industry stakeholders, as well as USG authorities, to enable delivery of our global industrialization initiatives.
Interface regularly with both internal and external customers along with executive leadership.
Ensure program growth, accurate forecasting, estimate at completion, and internal monthly reporting.
Travel – Up to 30% of time. International travel for occasional global customer engagements greater than one week in duration across Collins Aerospace global markets including MENA, Asia, and Europe.
Qualifications You Must Have:
Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience
Developed winning Management, Cost, and Technical Proposals, Basis of Estimates (BOEs), and Industrial Partnership Agreements & Plans (IPAs/IPPs)
Experience interfacing with customers at all levels
Qualifications We Prefer:
Experience with the international offset and localization market with the ability to identify best practices and how to best utilize within the company
Led proposal efforts, including overall proposal planning, coordination, and team management
Bachelor’s degree in engineering or STEM curriculum

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
